Specific tasks to be performed by the Individual Contractor: Under the overall supervision of the Chief of CSS/CEB and the guidance of the substantive officer, the Individual Contractor will perform the following specific tasks: • Copy, analyse, expand and build upon the information contained in the executive summaries of the country reviews that are completed at the time of the start of this contract, information provided by States parties on a voluntary basis in the framework of their country reviews to adapt the text of the draft final country review reports. • During the integration process, include the legislation missing in part a) of the draft final reports and the observations under part b); verify consistency with parts a) and b) of both documents, ensuring a coherent flow of information, paying particular attention to the match with challenges and good practices underscored in the process, resolve issues and correct errors in the data. • Review the information in each Executive Summary and draft reports verifying consistency, comparing data to ensure highest quality standards for the integration of information from the Executive Summary to the draft Final Report. • Identify gaps and overlaps between the executive summaries and the draft final reports, and make amendments, as necessary. • Research and collect information and data to supplement the assessment of thematic areas of relevance to the implementation of chapters II to V of Convention making use of the framework established by the Convention. • Ensure that data on relevant successes, good practices, challenges and observations contained in the country review reports is exactly mirroring the text of the Executive Summary in line with the terms of reference of the Review Mechanism and guidance of the Conference and the Implementation Review Group. • Check and verify data from draft country review reports that are partially finalized by States parties through the UNCAC Implementation Review Mechanism and add new information, as required by the substantive officers. • Edit the final reports ensuring quality control based on language knowledge and include relevant information after the review of the substantive officers in charge of those reviews. • Support the communication with State parties for the adoption of the draft Final Reports and integrate modifications requested by the Reviewing State parties and State Parties under review. • Support the finalization of 47 country review reports involving an assessment of thematic areas of relevance to the implementation of chapters II to V of the Convention (Preventive measures and Asset Recovery), thus assisting the Implementation Review Group and the Conference in their deliberations regarding the implementation of the referenced chapters and the negotiation of the next phase of the implementation review mechanism. Expected tangible and measurable task(s): The Individual Contractor will deliver the specific deliverables mentioned above on an on-going basis throughout the contractual period under the overall supervision of the Chief of CEB/CSS and under the direct supervision of the substantive officer. The individual contractor will deliver 13 reports at the end of the individual assignment. The Supervisor should receive finalized reports completed in 85 days. Three reports will be produced approximately every 21 days.

Duties and Responsibilities
Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The United Nations Convention against Corruption (hereinafter ‘the Convention’) is the most comprehensive international legally binding instrument to prevent and fight corruption. States parties to the Convention are obliged to take legislative and other measures in the areas of prevention, criminalization and law enforcement, international cooperation and asset recovery. As of June 2025, the Convention has been ratified by 191 States parties. To assess States parties’ compliance with the provisions of the Convention, the Implementation Review Mechanism has been established as a mandatory peer-review process. Among other important results of the Mechanism, a great wealth of data, in particular relevant national laws, has been collected. In resolution 4/1, the Conference took note of the thematic reports on the implementation of chapters III and IV of the Convention and invited States parties to be guided by the experience being accumulated through those reports in their efforts to implement their obligations under the Convention, bearing in mind paragraph 8 of the terms of reference, and requested the secretariat to continue its work as more reviews are finalized, in order to enrich the findings contained therein. In resolutions 7/6, 8/8 and 9/6, the Conference highlighted, in particular, the importance of the secretariat’s work on the preparation of reports on the implementation of the Convention. In resolution 9/2, the Conference requested UNODC to prepare a comprehensive report for the Conference on the state of implementation of the Convention after the completion of the current review phase, taking into account information on gaps, challenges, obstacles, lessons learned and best practices in preventing and combating corruption, in international cooperation and in asset recovery since the Convention entered into force. Furthermore, in resolution 8/2, the Conference welcomed the important and useful thematic implementation reports and regional supplementary addenda prepared by the secretariat and encouraged States parties, the United Nations and other stakeholders to make full use of those documents. The Conference of the States Parties, in its decision 10/1, extended the duration of the second cycle until June 2026 to allow for the completion of country reviews due to the delays incurred during the second cycle of the Mechanism. The basis for the preparation of the thematic reports are the outcome documents of the implementation review mechanism. The first review cycle is almost complete, with 179 out of 190 executive summaries completed, while the second cycle is ongoing, with 115 out of 190 executive summaries adopted. UNODC will support the preparation and publication of draft final reports analyzing the implementation of the Convention by States parties. These outputs, including the country reports drafted following the information found on the Executive Summaries will enhance the analysis of the strengths, gaps, and trends in the Convention’s implementation to be presented for consideration at the Conference of State Parties to the Convention and its subsidiary bodies. Due to the substantial increase in workload of the various streams of CEB’s programme, the Individual Contractors will be providing support to the Chief (CSS/CEB) and the Substantive Officer assigned to the Project on Finalization of Reports.
