Office/Unit/Project Description
The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in 160 countries every year. UNV is administered by the United Nations Development Programme (UNDP). UNV is headquartered in Bonn, Germany, with a field presence comprising 6 regional offices and 50+ field units.
The Human Resources Section (HRS) provides a full range of HR services to the organization and its workforce. As part of the Human Resources Section, the Capacity Development Team (CDT) designs capacity development and learning programmes for UN Volunteers. The team supports the implementation of the UNV Learning Portfolio which consists of five comprehensive learning experiences: 1. onboarding 2. skills surge 3. empowerment for change 4. connect and learn 5. career craft.
Duties and Responsibilities:
Coordinate the development and delivery of learning programmes
- Support project management by conducting training needs analysis, assisting in programme design, and coordinate the development and implementation of learning programmes , in collaboration with stakeholders.
- Maintain the annual learning calendar, coordinating participant registration and logistics for delivery of assigned portfolio of learning activities.
- Ensure alignment with M&E framework to implement data driven improvements.
- Maintain and update facilitators’ guides and support materials for quality and consistency, recommending suitable methodologies and new technologies to improve effectiveness.
- Design and facilitate online and in-person Training of Trainers.
Deliver/Facilitate thematic workshops
- Plan, organize and facilitate thematic workshops in close cooperation with stakeholders, domain experts and the Capacity Development team.
- Coordinate logistics, procurement, and administrative arrangements for the timely delivery of the thematic workshops.
- Engage with facilitators to ensure understanding and finalization of the learning programme content and methods for effective delivery, in line with UN Volunteers’ needs.
- Provide technical and helpdesk support for delivery of the thematic workshops.
- Observe and assess participant engagement and facilitator performance during workshops to recommend adjustments as needed.
Design, deliver and perform outreach of self-paced learning programmes
- Identify learning needs, course curriculum and content for self-paced learning programmes, in collaboration with stakeholders and domain experts.
- Create and update learning pathways based on UN Volunteers’ feedback and organizational needs.
- Create and update self-paced learning resources aligned with learning objectives, and UNV quality standards and accessibility guidelines;
- Utilize up-to-date learning technologies and tools, including available LMS (Moodle) functionalities to create interactive and engaging courses.
- Promote self-paced learning opportunities, track and report on user engagement and feedback, providing support to UN Volunteers.
Evaluate and report on effectiveness of learning programmes
- Apply evaluation metrics for all learning programmes, aligning with UNDP-UNV M&E frameworks.
- Gather and analyze evaluation data, based on the surveys and assessment results.
- Prepare reports on programme effectiveness, suggesting data-driven improvements.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The Learning Specialist reports to the Team Leader, Capacity Development and Learning, and works closely with the rest of the CDT and as a member of the Human Resources Section.
The Learning Analyst reports to the Learning Analyst (P2) and works closely with the rest of the CDT and as a member of the Human Resources Section. For specific projects, they may also report to the Team Leader, Capacity Development and Learning.

Required Skills and Experience
Education:
- Advanced University degree (Master’s degree or equivalent) in Education, Social Sciences, Political Sciences, Public or Business Administration, Humanities or related fields is required, or
- A first level University Degree (Bachelor’s degree) in the areas mentioned above in combination with two additional years of qualifying experience will be given a due consideration in lieu of the Advanced University degree
Experience:
- Minimum 2 years (with Master’s) or 4 years (with Bachelor’s) of proven professional experience in learning and development: learning needs analysis, training design and delivery, learning evaluation, management of learning programmes, facilitation, and application of learning technologies.
Required skills
- Designing, developing and implementing learning solutions using adult learning methodologies, and using a variety of delivery methods to make them accessible to all.
- Coordinating the development and delivery of various learning programmes.
- Monitoring and Evaluation of learning programmes
- Planning, organizing and facilitating virtual and in-person workshops and events.
- Using video-editing tools.
- Using virtual collaboration tools such as Zoom, MS Teams or similar software.
