It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.Within GOV, the Governance Indicators and Performance Division (GOV/GIP) develops, gathers and disseminates governance statistics to monitor the performance of governments and to better understand the contribution of governance to development and inclusive societies. The Division is responsible for the publication , its regional editions, and the .GOV/GIP is looking for a motivated Junior Policy Analyst to contribute to the work of the Division by carrying out responsibilities in the area of indicator development, data preparation, visualisation and analysis, and drafting of project reports. The selected candidate will support the Division in the analytical work on the Drivers of Trust in Public Institutions and the measurement of public sector performance. The selected candidate will work under the supervision of the Senior Economist and the Head of Division.Job DescriptionMain ResponsibilitiesData analysis and drafting

  • Manage and analyse complex and large datasets based on individual registers.
  • Undertake quantitative analysis (collection, examination and interpretation of numerical data to derive insights and support evidence-based policy decisions).
  • Create visual representations of data to communicate complex findings, patterns and trends to both technical and non-technical audiences.
  • Implement econometric modelling to analyse relationships between economic variables, test hypotheses and make predictions or projections.
  • Contribute to the design of survey questions and modules.
  • Contribute to the preparation and drafting of policy and research papers, under supervision.
  • Assist in dissemination of the different outputs prepared on the basis of the OECD trust dataset.
  • Work to develop frameworks and measurement tools on the performance of different areas of the public sector.
  • Contribute to the development and implementation of public governance indicators in OECD and non-OECD countries, in the areas of public sector innovation, public service delivery, and others.
  • Assist in project planning and delivery, including the preparation and implementation of technical support for OECD and non-OECD governments as well as international entities.

Liaison and communication

  • Support in the organisation and implementation of high quality capacity building activities such as seminars and workshops to a variety of audiences (policy analysts and senior public officials) in Member and non-Member countries.
  • Help develop and maintain professional contacts and build networks with officials in national administrations, researchers, international organisations and Delegations of Member countries. Contribute to other outputs of the GIP Division as needed.

QualificationsIdeal Candidate ProfileAcademic Background

  • An advanced university degree in economics, applied social sciences, statistics, political science, public policy or another relevant field.

Professional Background

  • At least two years of relevant professional experience, including experience gained during PhD studies.
  • Professional experience in undertaking applied research and analysis. Experience in the area of public governance would be an asset.
  • Experience in a national administration or an international organization would be an asset.
  • Good organisational skills and ability to work effectively on the basis of general instructions.
  • Excellent interpersonal skills and ability to collaborate effectively within and across teams.

Tools

  • Econometric skills and knowledge of statistical software (Stata, R or equivalent).
  • Data visualisation skills and knowledge of data visualisation tools (Tableau, Power BI).
  • Microsoft Office Package (MS Word, Excel, PowerPoint etc.).

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Spanish or other languages would be an asset.

Contract Duration

  • 13-month fixed-term appointment, with the possibility of renewal.
  • Monthly salary starts at 5 044.88 EUR, plus allowances based on eligibility, exempt of French income tax.
