DAF’s work is structured under two work areas – Conduct and Markets – and its mission is pursued through several substantive divisions whose teams provide Member countries and partners with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, consumer finance, insurance and pensions, international investment and responsible business conduct.The OECD Centre for Responsible Business Conduct (RBC) is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct, the OECD Due Diligence Guidance for Responsible Business Conduct along with sector-specific due diligence guidance in the minerals, extractives, agriculture, garment and footwear and financial sectors, as well as the OECD Recommendation on the Role of Government in promoting Responsible Business Conduct. It also provides the Secretariat of the Network of National Contact Points for RBC. In addition, the Centre undertakes outreach work to support governments, companies and other stakeholders in selected countries in Asia, Latin America and the Middle East and Northern Africa in implementing international RBC standards and in enabling sustainable supply chains.The RBC Centre implements various regional programmes that focus on implementation of the OECD RBC instruments. Activities focus on capacity building and policy advice to governments, business and other stakeholders aross countries in Latin America, Asia and the Middle East and Northern Africa. The Centre is looking for a Junior Policy Analyst with excellent analytical and organisational skills to support its regional programmes on responsible business conduct. The work will be carried out in a multinational and multicultural environment. The successful candidate will be responsible for contributing to the work of the Centre on regional programmes for RBC, under the supervision of the Centre’s Head of Public Policy and Regional Programmes.Job DescriptionMain ResponsibilitiesThe selected candidate will support the implementation of the activities in the framework of RBC regional programmes and other areas of the RBC Centre through:Research and analysis

  • Contribute towards drafting analytical reports, working papers, policy briefs, recommendations and briefing notes related to RBC and supply chain due diligence.
  • Support the development of practical tools for business on due diligence, such as technical guidance on thematic issues.
  • Support the design and roll out of data collection, surveys and analysis on uptake of RBC by business.
  • Carry out research on RBC practices and policies across regions, particularly in key sectors such as agriculture, mining and garment.
  • Contribute to research and analysis on the use of key sustainability initiatives in sectors of key economic importance across regions.

Outreach and capacity building

  • Engage with policymakers, business and other relevant stakeholders to raise awareness of OECD RBC instruments, by organising webinars, developing agendas, drafting background notes and briefings, developing communication material, PowerPoints and talking points.
  • Provide guidance and conduct capacity building to business and industry on OECD RBC instruments and guidances.
  • Develop communication tools to disseminate key messages on responsible business conduct to different audiences.

Liaison and Communication

  • Foster and maintain relationships with key stakeholders relevant to supply chains across regions to facilitate the work of the RBC Centre by securing the support of and working in cooperation with these stakeholders.
  • Build relationships with key government departments, identify relevant contact points, and demonstrate successful engagement.
  • Liaise across the RBC Centre and with relevant OECD directorates and DAF divisions and ensure co-ordination of key messages to promote coherence and RBC Centre objectives.

Other

  • Contribute to and support the RBC Centre’s work more broadly, including by representing the OECD RBC Centre in external meetings and events.

QualificationsIdeal Candidate ProfileAcademic Background

  • An advanced university degree in economics, public policy, public administration, law, business or another relevant field.

Professional experience and expertise

  • At least two years experience in the field of responsible business conduct. A background in due diligence and global supply chains is beneficial.
  • Experience in policy engagement and understanding of government departments and process.
  • Experience in working and interacting with a wide range of stakeholders (governments,industry, civil society, intergovernmental organisations) on issues related to agriculture and/or the environment would be a strong asset.
  • Awareness and understanding of key international standards relevant to responsible business conduct.
  • Demonstrated interest and knowledge of human rights, climate and biodiversity issues.
  • Demonstrated ability to manage and analyse large datasets would be a strong asset.
  • Experience in project development and implementation, including in supervising consultants.
  • Excellent communication skills and proven ability to organise and summarise complex material and draft clear, concise and high-quality documents. Demonstrated ability to write clearly and quickly and to deal with highly technical subjects and to draft and summarise complex material into well-structured, concise and easy-to read, policy-orientated reports for a variety of audiences, using different written media.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Six months fixed term appointment, with the possibility of renewal.
  • Depending on level of experience, monthly salary starts at either 5 741.55 EUR, plus allowances based on eligibility, exempt of French income tax.
