Role Overview:As an HR Officer at Huawei Belgium Research Center, you will manage key HR functions including payroll processing, contract administration, employee life cycle management, and special projects like Top Employer certification. You will ensure compliance with Belgian labor law, foster positive employee relations, and contribute to various HR initiatives that align with the company’s goals.Key Responsibilities:Employee Life Cycle & Employee Relations:
- Manage the entire employee life cycle from onboarding to exit, ensuring seamless integration of new hires and efficient offboarding of departing employees.
- Coordinate and facilitate orientation programs, ensuring that new employees have a positive and informative onboarding experience.
- Act as the primary contact for employee inquiries and concerns, helping to resolve employee relations issues and fostering a positive work environment.
Payroll Management:
- Serve as the main liaison between employees and the payroll vendor, managing payroll processes across multiple countries.
- Prepare monthly payroll reports and update the system with new hires, terminations, and special payroll cases (bonuses, overtime, etc.).
- Ensure payroll accuracy and compliance with Belgian regulations and multi-country requirements, including collaboration with the Payroll SSC.
Contract Management:
- Draft, review, and manage employment contracts, ensuring compliance with Belgian labor laws.
- Maintain all employment documentation, including new contracts, renewals, and terminations, in accordance with internal HR policies and procedures.
- Address contract-related queries and liaise with the legal team when necessary.
Compensation & Benefits:
- Administer employee benefits programs, including hospitalization insurance, group insurance, and other HR-related services.
- Lead discussions with suppliers and the procurement department to improve service quality for compensation and benefits programs.
- Ensure all compensation and benefits processes are compliant with local regulations.
HR Compliance & Policy Development:
- Stay up to date with Belgian labor laws and regulations, reporting any developments to the HR Manager.
- Contribute to policy development by interpreting local laws, updating company policies, and advising managers on compliance issues.
- Participate in ensuring company policies are compliant with legal requirements and are communicated effectively to employees.
Training & Development:
- Coordinate the training and development module, ensuring that employees have access to external training opportunities.
- Work with Business Unit (BU) managers to register training leave, identify training needs, and coordinate relevant development programs.
- Share learning and development opportunities with managers and oversee the execution of training initiatives.
Special HR Projects (Top Employer, etc.):
- Lead the preparation and submission process for the Top Employer certification and other special HR projects.
- Manage project timelines, gather necessary documentation, and coordinate with relevant teams to ensure a successful application process.
- Support other employer branding initiatives and HR-related projects to attract and retain top talent.
Additional HR Admin Support:
- When necessary, take the lead in organizing recruitment activities such as job fairs, student contests, and other talent attraction initiatives.
- Provide general HR support as needed, ensuring smooth operations across various HR functions.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of 2 years of experience in payroll, contract management, and HR project coordination.
- Fluent in Dutch and English, both spoken and written.
- Strong knowledge of Belgian labor law and payroll regulations.
- Excellent organizational skills with attention to detail.
- Experience working with HR systems and payroll software.
- Ability to manage multiple tasks and deadlines in a fast-paced environment.
