The primary purpose of this position is to serve as the supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees also to provide an Inventory Management Specialist to oversee a supplies and equipment inventory program for the Furnishings Management Function. Responsibilities Determines requirements, purchases equipment, maintains accountability and coordinates on distribution on a variety or diverse equipment in support or the furnishings management function. Maintains Inventory control of all equipment and stock levels. Makes all computer inventory adjustments, inputs records on to two diverse systems. Develops the annual 5-year and mid-year budget plans for Military Family Housing (MFH) furnishings and assists with Operations and Maintenance (O&M) requirements to meet program objectives. Performs supervisory personnel management responsibilities. Plans and assigns work to be accomplished by subordinates, considers difficulty of assignments and capabilities of employees, sets and adjusts priorities, and prepares schedules for completion of work. Coordinates on all equipment distribution matters. Coordinates with Base Supply on pick-up and delivery of equipment and with the Transportation Management Office on containerized deliveries. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Inventory Management Series 2010 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes requires a practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies, specifically those relating to inventory management and storage/distribution. This knowledge enables the incumbent to effectively establish stock levels and manage equipment in a manner as to achieve effective supply support while remaining within authorized funding levels. Knowledge of budget formulation and the ability to accurately forecast quantitative and monetary amounts for future fiscal years. Knowledge of provisioning and requirements determination, procurement and contracting procedures, acquisition, reports; and recommend actions to eliminate problems involved in delivering services to supply customers or in implementing policies. Knowledge of computer systems which enables incumbent to input data, research system discrepancies and resolve queries. OR EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, related degree from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a range of supply rules, regulations, principles and procedures. Knowledge of inventory management practices, to include the acquisition process, automated records, storage, issue and disposal Knowledge of budget development and funding sources. Skill in operating computer systems to record data and determining physical and/or computer discrepancies. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to establish effective working relationships with others PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
