Duties and Responsibilities

Under the direct supervision and regular liaison with the Programme Coordinator (Mediterranean Region), the expert will perform the following task: a. Conduct desk-based research on: 1. Existing community-based reporting platforms and digital mechanisms, particularly in law enforcement, maritime security, and border management contexts 2. Good practices related to community–law enforcement cooperation, trust-building, and safe information sharing 3. Key considerations related to data protection, anonymity, security, and ethical use of community-generated information b. Analyze applicability of identified models to the maritime security context. c. Develop a structured concept for a tech-based reporting solution tailored to maritime crime prevention and response. d. Prepare and submit a concise but comprehensive written report presenting findings, analysis, and recommendations.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in the fields of law, design management, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of professional experience in systems design, research, and innovation within international organizations, government institutions, and development settings is required. Experience in designing and implementing digital, tech-based, and user-centered solutions for crisis response, community engagement, and institutional coordination is required. Experience conducting large-scale qualitative and quantitative research, participatory assessments, developing concept notes and stakeholder consultations in complex and fragile environments is desirable. Previous work experience with the UN or other International Organizations is desirable.

Languages

English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
