INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT in Capodichino, Italy

Summary You will serve as an Interdisciplinary Supervisory General Engineer/Architect in the Planning, Design and Construction division of NAVAL FAC ENGR CMD EUROPE AFRICA CENTRAL. Responsibilities You will serve as the Director of the Programs and Project Management Division (PDCP) supporting the Director of PDC on all project, program, cost, schedule, and risk management related issues within the Directorate. You will provide leadership, criteria, and policy interpretation, training and mentoring in the areas of project and program management for the component. You will perform all supervisory functions such as assigning work, identifying training needs, providing mentorship and preparing performance appraisals. You will provide leadership, support, and technical skills for project planning, budgeting, programming, engineering, design, procurement, execution, and construction of shore facilities. You will identify areas of risk associated with design and construction and support the development of mitigation strategies or alternatives. You will collaborate with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work. You will be responsible for the execution of all major construction programs within the Command’s Area of Responsibility. You will analyze the execution plan, extract summaries, and identify significant trends and issues. You will work with the cost engineering community to develop training, experience, rotational development opportunities needed to ensure technical competency. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience as a professional engineer or architect must demonstrate the following: 1) Applying expertise in advanced engineering or architecture theories, principles and concepts to coordinate with high level DoD officials on program and financial management issues; 2) Facilitating the development of projects to accomplish the goals of a design program; and 3) Managing projects to accomplish high-quality, on time, and adequate work in support of either contract or in-house goals.
