Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6J6AA MSE US ARMY-EUROPE MSE US ARMY – EUROPE, OP ISR DIV, INTEL SPT DIV, U.S. ARMY EUROPE, WIESBADEN GM. Responsibilities Plans and executes activities driven by Army doctrinal and force structure changes. Coordinates, reviews, recommends USAREUR G2 participation in the intelligence aspects of force structure and developmental processes such as Total Army Analysis (TAA), Functional Review (FR), Functional Area Assessments (FAA). Oversees and develops the formulation of plans and policies of Theater Army Transformation involving intelligence mission and asset allocation in support of the Intelligence Warfighting Function. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-[12] that prepared you to do this job. Specialize experience is defined and experience which includes experience in developing and advising on intelligence force modernization or force structure in support of tactical, operational or strategic integration; assessing force structure gaps and developing alternate solutions or operational impacts; and planning or implementing the integration of new intelligence system architecture and new capabilities of system. This definition of specialize experience is typical of work performed at the next lower grade/level in the Federal service. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Organizational Awareness Planning and Evaluating Technical Competence This position is considered Key and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations. A family care plan is required for single parents or families where both parents are either Key, emergency essential, non-combat essential, and/or mission essential, including situations where one parent is in the military. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location.
