The primary purpose of this position is to serve as the Foreign Disclosure Officer (FDO) is charged with disclosure duties for all functions and subordinate organizations within the USAFE-AFARICA Command. The FDO responsibilities encompass all categories of information and include review of all classified and unclassified publications. * Salary ranges does not include local market supplements Responsibilities Formulates and provides foreign disclosure guidance, recommendations, intelligence engagement policy and agreements for the HQ USAFE-AFAFRICA staff and all subordinate units based on US policy interests in accordance with President of the United States (POTUS), DoD and US State Department policy directives, pertaining to European and African engagements. Develops and provides foreign disclosure policy and decisions for all USAFE-AFAFRICA Theater Security Cooperation (TSC) engagements with the SAF/IA, EUCOM, AFRICOM, US Central Command (CENTCOM) and USAFE-AFAFRICA field units. Advises the Command and subordinate units by providing expert interpretation of National Disclosure Policy-1 as it applies to foreign exchange and liaison officers assigned within USAFE-AFAFRICA theaters. Provides expert foreign disclosure advice to USAFE-AFAFRICA’s FOIA Program Office. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the “Professional” work category are at the “Full Performance” work level and are equivalent to those at the GS-13 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of National Disclosure Policy and a wide range of foreign disclosure concepts, principles, and practices and skill in applying this knowledge to provide support to high priority operations which are typically sensitive, urgent, and in a constantly changing environment. Comprehensive knowledge of relevant military, political, and economic activities of assigned countries, as well as knowledge of salient international relationships in to US security interests. Comprehensive knowledge of the concepts, principles, and practices of foreign disclosure as stipulated in the National Disclosure Policy and appropriate service components regulations, pertaining to activities such as foreign government requests for classified military information or controlled unclassified military information; proposals and requests are evaluated for validity, propriety, and impact on national security. Comprehensive knowledge of national policy and procedures for the disclosure of classified military information to foreign governments and international organizations in accordance with National Disclosure Policy (NDP-1). Extensive knowledge of and skill in the operation of the automated Foreign Disclosure Management System and other local area networks to process cases and conduct research and analysis. Skill and ability to perform analyses and evaluate information in order to make critical foreign disclosure and technology transfer determinations. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Duties are performed in a normal office setting. Work is primarily sedentary, normally performed at a desk in a fourth-floor office building. Offices are adequately lighted, heated, and ventilated. Employee is required to climb stairs (work areas have no elevators or escalators), to stand during briefing presentations, and to be capable of other physical requirements normally associated with work in a multi-story office building. Duty beyond normal 0800 1700 is often required. The work is typically performed in an office setting with no unusual risks or discomfort. The employee observes normal safety precautions when working in and traveling away from the work site. Overtime pay and/or compensatory time may be required with short notice. Shift work may be necessary during exercises, crisis, contingency, or conflict. Short notice TDYs can be expected. TDY travel and duty on nights and weekends can be expected. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phases or early release. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
