Summary About the Position: Position is located within the Europe region, Office of the Director Federal employees in Vogelweh US Army Installation are currently entitled to receive a 35% Post Allowance (COLA) in addition to the base salary. Responsibilities Provide program subject matter expertise for the regional district’s information centers. Manage regional district’s library book inventory for program compliance. Administer the Integrated Library Systems for the regional district. Monitor regional district information center automated systems/resources for technical issues. Coordinate regional district information center restructuring with leadership. Provide learning opportunities to support staff performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Education Requirement: The course work must have been completed at or accepted by a regionally accredited U.S. college or university. ISS positions must meet the following three criteria: (1) Minimum Education Requirement, (2) Specialized Experience Requirement, (3) Professional Licensure Requirement. Minimum Education Requirement: A minimum of a Master’s degree in the field of Education or Library Science is required for Instructional System Specialist (ISS) position. Specialized Experience Requirement (5 years): Specialized experience include: Assessing the systemic effectiveness of PK-12 information center programs, services, and instructional offerings; coordinating the alignment of information literacy standards to current academic content standards; distributing and troubleshooting access to multiple databases used to create integrated instruction across all content areas; managing an area-wide integrated library automation system; using Integrated Library Systems (ILS) such as Machine Readable Cataloging (MARC) creation, MARC item type and location mapping, Online Public Access Catalog (OPAC) development, technical specifications, and staff training; and managing and coordinating school library collection development projects such as selection, evaluation, acquisition, eBooks, online databases, and technology tools. This experience must have been in K-12 Library Science. Professional Licensure Requirement: Applicants must be currently certified or certifiable under the current DoDEA standards in K-12 Library Information Science or Information Centers.Information on DoDEA teaching categories and requirements is located at: https://www.dodea.edu/offices/human-resources/work-dodea/teaching-categories-and-requirements Preferred consideration given to applicants that have completed coursework in the following content areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training. You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support Technology Instructional Program Administration Problem Solving Problem Solving Staff and Faculty Development Technical Credibility Education Foreign Degrees and Course Work from Non-accredited Institutions. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable: the work must be evaluated and interpreted by a current member of National Association of Credential Evaluation Services (NACES). This website provides a list of current organizations who can perform your evaluation. You must select and work directly with one of these organizations. the foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and the work may be evaluated by the graduate division of a regionally accredited university and declared the equivalent of similar undergraduate or graduate work in a U.S. institution. Graduates of non-accredited institutions may have their undergraduate work validated by admittance to graduate school and completion of a minimum of 5 SH of credit in a regionally accredited graduate college. Additional Information Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. Applicants must be U.S. citizens who are not considered Ordinarily Resident under the applicable Status of Forces Agreement (SOFA). An ordinarily resident is anyone who has lived in the host country longer than the allowed number of days without being a member of the forces assigned, civilian component or a family member of either the aforementioned or who has obtained a work permit for any duration. Ordinarily Resident restrictions apply and vary depending on the host nation. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members’ medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval).
