Duties

  • You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • You will review IS and IT programs to assess overall compliance with plans and policies and alignment with business and operational requirements.
  • You will interpret laws, regulations and policies to effect good business decisions and successful project execution.
  • You will plan, establish, and maintain cognizance of the IS and IT budgets for the AOR which is comprised of multiple funding streams and covers multiple categories of expenditure.
  • You will represent the CIO in official matters and covers grade-appropriate responsibilities of the CIO Support Line in the CIO’s absence.
  • You will support the NAVFAC CIO with developing and implementing policies and procedures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must reflect one year of specialized experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Tracking cybersecurity and CIO office data and metrics to ensure compliancy with all CIO-related taskings

2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Developing technical data, estimates, statistics, and other information useful to higher-level managers in determining which IT/OT/Cyber goals and objectives to emphasize.

3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Engaging with Cybersecurity resource sponsor to develop long range technical and resources cyber policy.

4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ensuring that information ownership responsibilities are established for each system, to include accountability, access approvals, and special handling requirements.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as :

1) Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

2) Reviews IS and IT programs to assess overall compliance with plans and policies and alignment with business and operational requirements.

3) Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.

4) Manages, leads, administers project resources while monitoring project activities and resources to mitigate risks. Implements or maintains quality assurance processes.

5) develop and implement policies and procedures to support the availability, reliability and accessibility of IT and operational systems and IT infrastructure to support overall mission goals and objectives.

CONDITIONS OF EMPLOYMENT CONTINUED:

This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment

This is a Cyberspace Workforce position, work role 752 Cyber Policy and Strategy Planner, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Participate in continuous professional development program as described in DoD M8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.

Acknowledge responsibilities in writing via command designation letter.

Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.

ADDITIONAL INFORMATION CONTINUED:

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
