Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) assigned to Commander, SIXTH Fleet C4/Cyber Directorate (N6), Capodichino, Italy. Responsibilities You will perform Project Management assignments related to the development, analysis, modification, tracking, validation, and implementation of information processing standards for use within NAVEUR/NAVAF/SIXTHFLT. You will coordinate with the combined staff to identify and validate their IT requirements; ensuring they are aligned with theatre IT strategy and policies and procedures for the NAVEUR/NAVAF/SIXTHFLT mission sets. You will manage and analyze IT projects to validate cost, requirements, and product delivery and completion schedules in order to provide an adequate return on investment. You will assist with the creation of Command Instructions, Process Guides, and Directorate Standard Operating Procedures (SOPs) ensuring IT investments establish and maintain uniformity of IT/Telecom resources and requirements. You will provide recommendations to the development of long and short-range strategic plans (e.g., establish goals and objectives) to support C4 requirements for IT services and support. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing work methods and procedures to improve efficiency. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Ensures that applicable statutes, policies, standards and regulations are part of the timely and cost-effective approaches to meeting warfighter needs. 3.Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Conducts analysis and recommends resolution to problems and issues, and prepares and present applicable reports and briefs in support of Flag-level decision-making efforts. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Provide technical guidance and oversight to a team in identifying Information Technology issues and devising courses of action to resolve those issues. Evaluate those courses of action and either take action or provide recommendation to leadership on most effective course of action. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Collecting data from network incidents, service interruptions, and outages for reports to higher headquarters. 2) Compiling, analyzing, and maintaining deployment data related to the readiness and movement of soldiers and civilians. 3) Assisting Inspection Coordinator with inspection processes and tracking findings to ensure all units remain in compliance with established requirements. PHYSICAL DEMANDS: The work is primarily sedentary but does involve some carrying of light items such as papers, files, books, and portable computers. Long transits with frequent time zone changes are expected and will impact the individual. WORK ENVIRONMENT: Work is performed in a typical office setting where no unusual safety precautions are required. Travel can include destinations that require extensive vaccination, pre- and post-medication, and may involve exposure to rare and/or debilitating diseases not commonly found in the USA or Western Europe. In addition, travel and work in various locations may involve exposure to unusual heat, humidity, and other climatic conditions not commonly found at the duty station. In addition the incumbent may be exposed to insects, parasites, viruses, and bacteria not common to the USA and Western Europe. Travel can include destinations that require personal Force Protection plans to be developed as precautionary activities. Overall threat levels are generally low, but travel will require awareness of geopolitical issues and may impact personal movement.
