The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Platform Support Unit (PSU) of the Infrastructure Operations Section (IOS) within the Service for Geospatial, Information and Telecommunications Technologies (SGITT) at UNGSC, Brindisi, Italy. The incumbent of the post will report to the Chief PSU.ResponsibilitiesWithin limits of delegated authority, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems and participates as a member of a development team with responsibility for major components of the more complex systems. • Ensures that Platform Support Unit service support KPIs are constantly met. • Manages Hybrid Cloud platform projects and operations following best practices. • Develops detailed system and other functional specifications and user documentation for major systems. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Develops disaster recovery plans and ensures appropriate planning and training of those responsible. • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Prepares standard operations procedures (SOPs). • Facilitates communications between Platform Support Unit (PSU) and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and PSU for either specific IT services or general technology support, including any charge back mechanisms. • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. • Perform other relevant duties as required.CompetenciesPROFESSIONALISM: Knowledge of a wide range of information systems with adequate skills for leading a team through the installation, maintenance and operation of these systems. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Job – Specific QualificationCertification in Project Management (PRINCE2® Practitioner, PMI/PMP) is desirable. ITIL Foundation certification is desirable. Cloud related certifications are desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.Work ExperienceA minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience in managing complex projects related to hybrid cloud platforms is required. Experience in managing geographically distributed teams is desirable. Experience in data analytics or related area is desirable.
