The position is to be filled by January 1, 2025, with a contract duration of two years due to a maternity leave cover. Employment location will be Bonn, Germany.

As Impact and System Evaluation Advisor, you will strengthen Welthungerhilfe (WHH) as an impact-oriented and accountable learning organization. In particular, your objectives are to capture and strengthen evidence and scale up impactful project approaches of WHH, as well as to measure the impact of WHH at system level (e.g. in nutrition systems and WASH systems) and to evaluate strategic topics.

Your responsibilities

  • Advising board members, committees and executives on strategic technical issues relating to impact at project and system level, impact evaluation, scaling of impactful approaches and organizational evaluations
  • Planning and implementing decision-making processes to identify, model, evaluate and scale potentially impactful project and program approaches, in coordination with technical advisors and managers
  • Developing and refining strategies, guidelines and tools for impact measurement at project and system level
  • Planning and implementing mechanisms for selecting and working with impact and system evaluation partners
  • Planning and implementation of trainings, technical advisory processes, learning processes and knowledge management processes in the Head Office and Country Offices in impact, impact evaluation and scaling of impactful approaches.
  • Significant involvement in the design and implementation of impact communication and reporting formats.
  • Active participation and positioning in relevant technical and academic networks, for example in the areas of evaluation, impact, system transformation, learning and scaling
  • Monitoring trends and events in the organization’s national and international academic, technical and donor environment and formulating recommendations for action to managers

Your profile

  • A university or college degree in a relevant subject area
  • At least five years of professional experience in humanitarian aid or international cooperation, including at least one part in non-European countries
  • At least five years of experience in evaluating international cooperation projects and programs; experience with impact and systems evaluation methods is an advantage
  • Demonstrated experience advising technical teams on the creation of theories of change, logframes, and evaluation frameworks
  • Knowledge and experience in systemic outcome and impact measurement methods (such as outcome mapping, outcome harvesting, social network analysis, contribution analysis, process tracing, or QCA), preferably in the areas of food systems, market mechanisms and WASH
  • Knowledge of the conceptualization, design, and use of quantitative impact evaluations (including RCTs, propensity score matching, or difference-in-difference) is desirable
  • Strong analytical skills, data translation skills, and presentation skills
  • Strong competencies in the use of PowerPoint and Word
  • Competencies in the use of software solutions for sampling and qualitative and quantitative data analysis (R, Stata, MaxQDA, or Atlas.ti) are a plus
  • Very good command of written and spoken English, French language skills are an advantage
