Duties and Responsibilities

The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-focused, action-oriented initiative that drives deep reductions in methane emissions – the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term.

IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals.

To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories.

These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation.

UNEP’s IMEO is seeking the expertise of a review consultant to conduct the project’s Functional Review.

Qualifications/special skills

A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. Work experience: A minimum of 7 years of evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach.

Specific understanding of 1) the oil and gas sector and 2) measurement, reporting, and verification of greenhouse gas emissions is desired.

Working knowledge of the UN system and specifically the work of UNEP is an added advantage. Skills: Professionalism: An ability to work a calm, competent and committed manner. Communication: Fluent in English language. Written and spoken communications are clearly understood. Planning and Organizing: Develop clear goals that are consistent with agreed strategies.

Languages

Fluency in oral and written English is required.

Knowledge of another UN language is an asset.

Additional Information

UNEP’s IMEO is seeking the expertise of a review consultant to conduct the project’s Functional Review.

I. Strategic Functional Review of IMEO, including reviewing and proposing a revised the Organizational structure following the vertical and horizontal growth of IMEO: 1. IMEO in the UNEP Institutional Structure within the Climate Change Division; 2. Human Resources for IMEO (Staffing and levels). Proposing a new Organizational Chart (in a tree structure and organizational matrix structure); 3.

Financial Resources needed to make IMEO sustainable and workforce planning (Budget planning and expenditures); 4. IMEO’s Risk Exposure: Enhancement of the risk management strategy of IMEO; and 5.

Reviewing IMEO’s Governance Structure and information sharing practices for its Implementation Committee (IC), and the Scientific Oversight Committee (SOC) The consultant will prepare an analysis based on the evidence gathered through the evaluation, and using triangulation of sources to provide recommendations for change and adaptation of IMEO’s project document.
