Duties and Responsibilities

The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. An IMEO Data Analysis Lead is needed to integrate data from across IMEO’s projects to distill key insights, develop protocols related to IMEO’s data related to the database and Eye on Methane Data Platform, and provide strategic input to IMEO’s leadership team related to these outputs. The IMEO Data Analysis Lead will provide strategic inputs, particularly related to the development of the IMEO database and the IMEO Eye on Methane Data Platform and will collaborate across IMEO’s projects. The consultant will also be responsible for managing data analysis which will be input into the Eye on Methane Data Platform. They will coordinate responses to data analysis requests from external stakeholders. They will lead OGMP 2.0 data analysis, including company reporting and factsheets, gap analysis, target analysis, assets mapping, assurance. The consultant will coordinate with IMEO’s Science Practice and Data Integration Support Project to co-develop analytical approaches related to their data, as well as incorporate emerging insights. They will coordinate with the MARS remote sensing team and MARS government engagement team to analyze both quantitative and qualitative data from MARS process. Additionally, a key component of the consultant’s strategic output will be advice and coordination on collaboration among the OGMP 2.0 and MARS teams on potential data analysis linkages. The consultant will report to the Acting Head, International Methane Emissions Observatory.

Qualifications/special skills

Master Degree in Public Policy, Economics, Data Analysis, or a related field Minimum 12 years of experience, ideally in the field of environmental/energy data and policy analysis

Languages

English is required, additional UN languages are a plus

The consultant will: 1. Meet on a regular basis with relevant IMEO teams 2. Develop a strategic plan for IMEO’s overall data outputs and advise the IMEO management team 3. Provide concrete recommendations for the IMEO Eye on Methane Data platform 4. Provide inputs for the Eye on Methane Data Platform 5. Develop a protocol for data analysis requests, tailored to the needs of key stakeholder groups
