The “position title” will play a pivotal role in driving technological innovation and advancing ICT solutions tailored to the dynamic needs of MSF’s emergency response efforts. This position requires a deep understanding of field operations, a proactive approach to problem-solving, and the ability to rapidly prototype and deploy ICT solutions in crisis situations.Key Responsibilities:

• Technology Research and Evaluation:
• Stay informed about emerging technologies, trends, and best practices relevant to humanitarian operations, with a focus on ICT solutions.
• Conduct feasibility studies and technical assessments to evaluate the potential impact and suitability of new technologies for MSF’s emergency response efforts.

Prototyping and Experimentation:

• Collaborate with field staff and ICT team members to identify challenges and opportunities for technological innovation.
• Design and prototype new ICT solutions tailored to the specific needs and constraints of emergency response environments.
• Conduct field trials and experimentation to test the effectiveness and usability of prototype solutions in real-world scenarios.

Problem-Solving, Assessment and Technical Support:

• Provide technical expertise and support to address immediate ICT challenges during crisis deployments.
• Troubleshoot and resolve technical issues in collaboration with relevant stakeholders, both remotely and in the field.
• Assess and review the available internet and mobile phone service providers in the market.

Capacity Building and Knowledge Sharing:

• Develop training materials and conduct capacity-building sessions to enhance the technical skills and awareness of field staff regarding new technologies.
• Facilitate knowledge sharing and collaboration among MSF’s movement and ICT teams to foster a culture of innovation and continuous improvement.

Documentation and Reporting:

• Maintain detailed documentation of experimentation processes, findings, and outcomes for internal learning and future reference.
• Prepare regular reports and presentations to communicate the results of experimentation activities and recommendations for further action.

SELECTION CRITERIA

• Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, or a related field.
• Previous experience in a technical role, with a strong background in systems engineering, or ICT project management.
• Strong background in telecommunications (HF, VHF, UHF, Satellite communications) and GPS tracking systems.
• Experience working in humanitarian or emergency response contexts is highly desirable.
• Proven ability to rapidly prototype and deploy ICT solutions in dynamic and resource-constrained environments.
• Fluency in Spanish and English (additional languages such as French or Arabic are an asset).
• Strong background in telecommunications (HF, VHF, UHF, Satellite communications) and GPS tracking systems.
• Strong knowledge in Network Administration and IT security best practices.
• A willingness to travel frequently to field locations, sometimes in challenging and high-risk environments.

CONDITIONS

• Position based in Barcelona.
• Full time job.
• Temporary position of 9 months with possibility of extension.
• Annual gross salary: 3B level: 38,588.47 + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
• Starting date: immediately.
