Functional Setting
The overall objective of the MMD project is to enhance action that supports increased orderly, safe, regular and responsible migration and mobility of people within Africa and between Africa and Europe. MMD seeks to reduce migration-related risks to individuals, while maximising its development potential for both continents.
Launched at the Euro-African Conference on Migration and Development in July 2006, the Rabat Process serves as a platform for constructive dialogue and cooperation on migration and development issues between national authorities of the countries of origin, transit and destination along the West and Central African migration routes. The process is state-drive and follows a multi-stakeholder approach to ensure inclusiveness and facilitate knowledge-sharing and exchange among its 57 partner countries from North, West, Central Africa and Europe, and two regional organisations, the European Commission (EC) and the Economic Community of West African States (ECOWAS). The current multi-annual cooperation programme is the Cadiz Political Declaration and Action Plan 2023-2027 which is aligned with the five domains of the Joint Valletta Action Plan (JVAP) and guides the strategic direction and activities of the regional dialogue.
The Rabat Process Secretariat is implemented by the ICMPD and funded by the EU. It supports the dialogue process in all its dimensions, from organising political and thematic meetings to offering strategic advice and liaising with partners. Additionally, it develops knowledge-sharing tools and documentation to help partners design and implement more relevant, tailored, and evidence-based migration policies. The team structure of the Rabat Process Secretariat is currently composed of the Dialogue Coordinator, 1 Project Officer and 1 Junior Expert.
Position-Specific Expertise
- Capability to build and establish good working relations with internal and external stakeholders to ensure effective communication and coordination in the assigned area of work.
- Excellent communication, presentation, and public speaking skills.
- Strong analytical, drafting and organisational skills.
- Proven experience in planning and implementing project communication and visibility activities.
- Experience in drafting papers, studies and other publications.
- Ability to handle multiple work streams on a tight schedule.
- Strong sense of diplomacy and tact.
Position-Specific Qualifications and Language Skills
- Master’s degree related to the area of work.
- At least three years’ experience of demonstrated position-relevant experience in the field of migration dialogues in an international context.
- Solid understanding of migration issues, particularly within the context of EU-Africa relations.
- Experience with external information and communication activities and tools.
- Demonstrated experience in supporting project monitoring and reporting. Proficient fluency (oral and written) in both English and French is required.
