Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. It is composed of three Divisions: HR Operations, Client Services and Talent Management and Analytics. The HR Operations Group, one of EXD/HRM’s three business units, provides centralised operational services, including the HR Operational Excellence (HR OpEx) team.THE POSITIONEXD/HRM/HRO is looking for a HR Business Analyst to support new and current applications and the ongoing and forthcoming deployment of new technologies for HR. The selected candidate will support OECD users of HR systems and work in close collaboration with the technical architect and applications analyst of the ERP Competency Centre in EXD’s Programme, Budget and Financial Management Services (PBF). As HR Business Analyst, they will play a critical role in managing corporate priorities for continuous improvements and, in particular, theevolution of SAP HCM in agreement with subject matter experts within EXD/HRM.Job DescriptionMain Responsibilities

  • Portfolio planning & management: identify requirements of the various functions within EXD/HRM to prioritise improvements to be made in SAP HCM (or other HR systems). Estimate the input required to effect the technical change, the timeframe for implementation and the resulting business value. Monitor progress attentively and balance priorities when necessary.
  • Business process improvement: analyse HRO business processes and workflows and identify new approaches to redesign and optimize business activities, performance, quality and efficiency of processes. This includes automation, elimination of redundant processes to maximise the efficiency and effectiveness of existing processes and the development and maintenance of corresponding SOP (Standard Operating Procedures).
  • Project Management: plan, execute, and oversee digital projects related to HRO processes (i.e. digitalising the onboarding process for new joiners, digitalising generic email management, etc).
  • Data analysis: extract, clean and organise data from SAP HCM, using available data analysis tool. Interpret data and extract meaningful insights from operational and static data from SAP HCM.
  • Contribute to the design and support of HR data management that can be incorporated into HRO reporting.
  • Proactively identify and resolve obstacles to achieving business objectives for projects, including change management or resourcing challenges.
  • Define target KPIs and monitor the performance of SAP HCM enhancements, including impact measurement.
  • Assist with ad hoc requests and participate in new projects as required.
  • Provide guidance and support to junior staff members.

QualificationsIdeal Candidate ProfileAcademic Background

  • University degree in computer science, business analytics, statistics, business, human resources management or closely related.

Professional Background

  • Minimum three years of experience in business analysis, process improvement, corporate project management in collaboration with a variety of stakeholders.
  • Familiarity with HRIS applications and corporate processes.
  • Experience in HR adminstration, rules and procedures.
  • Sound knowledge of data statistics, data analysis, cleaning large and complex data.

Tools

  • HRIS Platforms knowledge (SAP HCM, Business Objects).
  • Applicant tracking systems (Smartrecruiters).
  • Collaboration software (MS Teams).
  • Data analytics and reporting tools (PowerBI, Excel).

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
