Part of our growing Tec hnology division , the Chief D ata and Analytics O ffice (CDAO) team is responsible for transforming how our crew use data so that clients and investors can thrive. The Data Governance function establishes business accountability for knowing what their critical data is, where it is, and how it’s being used. This supports global compliance, data quality efforts, data security efforts, and other risk mitigation programs.
As the Head of Data Governance, Europe you will be reporting into the Head of CDAO – Europe , l ead the development and rollout of ongoing operationalisation of a Europe wide data governance framework, including key policies, standards, and tools with a core focus on improving data quality, protection of sensitive data , ensuring appropriate use of data, as well as a comprehensive change management plan . The right candidate will also drive our regional Europe CDAO Model Governance agenda , an extension of the Enterprise Model Governance Process, which is well defined with established tools and processes. You will leverage Subject Matter Experts in the Advanced Analytics and Legal/Privacy/Policy field s and ensure adherence with Enterprise processes.
What you will do

Establish and maintain data, privacy, and records management regulatory change monitoring , compliance and change processes to ensure Line 1 compliance ability

Educate internal teams, and manage implications of relevant regulatory and legal changes, innovations, and industry developments

Work with the executives, business stakeholders, data engineers, data scientists and data analysts to determine , implement and manage a Europe- wide process for analytics use case identification, prioritisation and planning of data products

Establish and develop the Data Governance Strategy across Europe ; Contribute to Vanguard global Data Strategy and Data Governance program

Establish and maintain operational data access security models working within Vanguard Global data frameworks

Provide o versight of m ature data management and third parties through the use of data contracts and integration standards

Establish and maintain a demand management process for CDAO Europe ; Lead and advocate Data Stewardships and Ownership

Collaborate with D ata D omain L eads within CDAO and help develop & implement plans to streamline dataflows, eliminate silos & redundancy by creating Foundational Data Assets on the Data Platform

Establish an Europe -wide incident & risk management processes to proactively identify , assess & monitor data risk, integrity & quality; implement & embed strong controls, and ensure controls are tested regularly to ensure obligations are met

Establish a new practice and define standards and guidelines for enterprise master data management ; P rovide resources and govern data modelling projects and BAU initiative

Work with peers to define data and analytics requirements across Europe based on key strategic priorities and business unit plans

Contribute to operating model, talent hiring , partnerships, and tool requirements to execute CDAO Europe data strategy and governance

Lead and set the framework for d ata contracts and integration standards with external and internal data sources
What are we looking for

An understanding of and focus on UK and Europe regulation and Data Management Frameworks

A demonstrated strong understanding of Master Data Management landscape

Excellent knowledge of European Information Management, Security and Privacy legislation and industry best practices. Including: GDPR

Detailed understanding of Privacy Reforms, applications, issue and options
-
Mature understanding of data risks and solutions including experience dealing with data leakage, cloud computing, systems access, data management.

Demonstrated experience in designing and delivering data management reporting, including presenting to Se nior M anagement teams and E xecutive s

Experience with cloud Data Governance, Catalogue T ools and Data Quality T ooling

Exceptional organisational and communication skills, an ability to work effectively and to collaborate with a broad range of people including senior stakeholders
Specialisisations that will make an impact:

Experience and/or qualifications in Information technology and corporate governance in Finances, Medical Devices, Gaming, Aerospace or Health industries will be highly regarded

Support basic d ata exploration using SQL ; Technical Data Governance experience with lineage mapping, data quality rules

Demonstrated strong problem-solving and analytical skills ; Understanding and working experience with model Data & Analytics frameworks

Knowledge of cloud governance and cloud management principles, strategies, and frameworks
-
Familiarity with cloud compliance solutions provided by at least one of the leading vendors
-
Experience working with vendors and 3 rd parties to ensure compliance and data governance best practices
-
Bachelor’s or master’s degree in computer science, Engineering, or equivalent experience. A minimum of 10 years in IT/Data & Analytics and relevant experience.

Minimum 2-3 years of experience in a (ideally global) compliance and ethics/governance function
