Post ContextThe mission of the JATEC as one of the strategic pillars of the NATO – Ukraine evolving jointness is to provide for the NATO – Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO – Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.The Command Group provides general support, coordination, management, administrative service and specialist advice to Commander JATEC.The Office of the Commander (O/COM) provides support to the Commander (COM) in order for the COM to carry out roles and missions assigned by the North Atlantic Council (NAC), NATO-Ukraine Council (NUC) and as directed by Supreme Allied Commander Transformation (SACT).Staff Advisory Group (SAG) provides a functional grouping of different competencies (Legal, Engagement, Finance, Gender Advisor, and Liaison).The Office of Engagement (O/E) ensures that NATO’s strategic plans align with its overall goals, working closely with senior leaders and outside partners to guide future military activities.The incumbent directs, plans and executes the JATEC’s engagements in support of JATEC outcomes and is an empowered JATEC spokesperson to fulfil external communication responsibilities.Principal Duties:

  • The incumbent has direct access to JATEC Director as an advisor on public affairs matters; and support the counterparts in ACT in regard to the doctrinal work in the PA domain.
  • The Head of Engagement Office directs, plans and executes JATEC’s engagement activities in support of JATEC outcomes and is an empowered JATEC spokesperson to fulfil external communication responsibilities.
  • Responsible for the planning, drafting, editing and disseminating public affairs/engagement products and is organized to inform various audiences (international, national and local) about the JATEC events and activities.
  • Principal point of contact for the media, coordinates and executes crisis communications, delivers digital products to support ACT’s messages, manages social media channels and the ACT website as critical communications tools; provides input to ACT and NATO Strategic Communications products, liaises with NATO HQ, ACT and ACO and other NATO and national entities, supports PA education and training and assesses the performance management of communications teams and products.
  • Provides overall direction, guidance and support on public communications matters to the JATEC.
  • Plans out activities and budgets in order to deliver the JATEC vision and messages, through all appropriate mass communications channels.

Essential Qualifications / Experience:

  • University Degree and 6 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience
  • Eight years’ experience at the managerial level in a dedicated Public Affairs field or in an equivalent corporate function, to include the preparation and delivery of final draft press releases in the English language.
  • Six years’ experience as spokesperson.
  • Six years’ experience as a journalist or press affairs officer working with international media, preferably in the defence field.
  • Four years’ managerial and supervisory experience.

Language:English – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:

  • Background/degree education in a relevant field (e.g. in Public Relations, Public Affairs, Communication, Journalism or advanced media studies).
  • French SLP 2222- (Listening, Speaking, Reading and Writing)

Attributes/Competencies:Personal Attributes:

  • The incumbent must demonstrate excellent speaking and presentation skills, effective project management skills, interpersonal tact and the ability to work in a fast-paced, changing international environment. The candidate must be comfortable dealing directly with individuals holding all ranks on a daily basis.
  • Excellent interpersonal skills, government relations and management experience are essential to this position, as well as the need to communicate clearly and concisely both orally and in writing. Candidate must be able to develop internal and external contacts in a professional manner.

Managerial Responsibilities:

  • Act as the spokesperson and represents JATEC in the public’s eye. Manages the organization of media events and press releases. Directs the journalistic aspects of the JATEC activities.

Professional Contacts:

  • In the provision of PI advice, contacts are mainly at a higher level within and external to the JATEC. Deals frequently with members of the public and members of the international press and other media organisations. Liaises frequently with HQ SACT COMMS Branch to ensure information campaigns are coherent with ACT and NATO vision and priorities.

Contribution To Objectives:

  • The incumbent serves as the seasoned Engagement Head in JATEC across a spectrum of public affairs, corporate communications and community management duties. This billet directly impacts the success of the Commander via the communications programmes for JATEC, ACT and NATO.

Security Clearance

  • The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
