The scope of the Global Regulatory Policy and Advisory Manager role shall cover regulatory policy matters relating to Wholesale Credit Risk (WCR) and Traded Risk (TR) modelling, Traded Risk and Treasury Risk Management (notably Interest Rate Risk in the Banking Book).
The individual shall also be required to liaise with Heads of Businesses as it relates to industry engagement and advocacy and influencing regulatory rulemaking in line with HSBC Continental Europe (HBCE) business objectives.
Here in France, you’ll help evolve and grow our business.What you’re going to do:
- Providing policy gap analysis as they relate to new and existing regulatory requirements and policy interpretation and regulatory guidance for regulatory policies within the remit of the Risk function.
- Providing Advisory on Financial Risk and Model Risk regulation topics to support the business.
- Ensuring coordination across HBCE and Group with regards to regulatory strategy and engagement.
- Exercise review on activities undertaken by 1LOD and 2LOD on IRRBB, treasury and capital related topics (ICAAP) and ensure Quality Assurance of regulatory deliverables is maintained.
- Influencing European rulemaking at the technical subject matter level, through trade associations as well as through bilateral engagement with the ACP-R, Tresor, as well as EU rulemaking bodies as required.
- Impact on the Business:
- Drafting policy interpretations and opinions.
- Provide guidance and opine on regulatory policy.
- Preparation of consultation responses and, where relevant, submissions to regulators.
- Provide targeted regulatory guidance on impact of new reforms, and compliance with existing regulation
- Compliance with internal assessment standards and external regulatory requirements

- Regulators/Supervisors: ACPR, European Central Bank.
- Global Risk Analytics Traded Risk and Global Risk Analytics Wholesale Credit Risk.
- Traded Risk and Treasury Risk Management.

- Constantly changing and increasingly demanding regulatory environment.

- Need to be able to translate and present technical work into synthetic and clear presentation for non-technical audience, in order to get the stakeholders’, buy-in
RequirementsApply if you feel you match these skills:
- Strong understanding of financial regulations and publications (e.g. CRR, EBA RTS, BCBS) and experience with process change design and implementation, e.g. experience translating policies into implementable actions.
- Modelling experience in traded risk / treasury risk would be appreciated.
- Good knowledge of wholesale credit, trading business & products, and regulatory framework.
- Ability to articulate complex ideas in a clear manner with heightened attention to detail.
- Able to handle multiple concurrent projects and ensure appropriate tracking of deliverables.
- Masters/PhD level in Finance/Statistics/Econometrics or Science/Engineering/Maths.

- Ability to make decisions quickly is a wide range of field: risk management, technical and governance related
- Possessing strong interpersonal skills and demonstrating strong people and relationship management competencies
- Candidate will also possess exceptional drive and commitment, excellent influencing, negotiating and communication skills
- Self-starter, who can think proactively. Demonstrate the ability to learn abstract concepts and to operate effectively against uncertainty and on unfamiliar ground.
- Must demonstrate the ability to communicate with a various range of stakeholders including technical and non-technical staff.
