Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE PROGRAMME, BUDGET AND FINANCIAL MANAGEMENT SERVICE (EXD/PBF)Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), employs a workforce of approximately 115 staff who provide stewardship of the Organisation’s financial resources on behalf of the Secretary-General. The service is composed of six main business units: Accounting & Financial Support Division; Corporate Procurement Group; Engagement and Strategic Transformation Division; Programme of Work Management Division; Resource Management Systems Division; and Voluntary Contribution Management Group.Within EXD/PBF, the Resource Management Systems Division (EXD/PBF/RMS), plays a leading role in working collaboratively with other EXD services to digitalise and modernise corporate tools; in so doing, it promotes creativity and optimisation of new technologies.Job DescriptionEXD/PBF is looking for a Systems Support Officer within the Resource Management Systems Division. The selected candidate will work in close collaboration with Financial Community users and other Divisions of EXD/PBF, and will report to the Head of Corporate Business Process and Support.Main ResponsibilitiesSystems Administration and Support :

  • Support end users in using the Organisation’s financial applications (SAP, SRM, BI, PWB Portal);
  • Analyse, resolve or dispatch user requests; ensure that the agreed service level is maintained and escalate recurring or problematic cases;
  • Closely monitor and maintain systems accreditations on Financial and HR applications;
  • Monitor and maintain the Q&A chatbot to promote automation of level 1 user support;
  • Actively participate in the test/validation of evolutions and projects;

Reporting and Communication

  • Develop and administer training sessions on financial systems and procedures.
  • Maintain good communication with users and draft communications regarding new functionalities.
  • Develop, maintain, and update comprehensive and user-friedly systems-related guidelines, documentation and manuals as necessary.
  • Provide reporting on activity and user feedback, and analyse trends regarding systems usage and procedures.
  • Develop and maintain productive and collaborative working relationships with key stakeholders both within and outside the Organisation.

QualificationsIdeal Candidate ProfileAcademic Background

  • Post-secondary diploma/degree in finance, accounting, computer science or related field. Equivalent experience may be considered.

Professional Background

  • A minimum of two years’ experience in accounting, finance, preferrably combined with SAP key-user role.
  • Proven experience in supporting and maintaining financial systems.
  • Experience of public sector budget and financial management concepts will be considered an asset (results-based budgeting, fund management, analytical and cost accounting, general accounting, purchasing, income management).
  • Experience demonstrating flexibility and a solution-oriented mindset to solve problems and cope with conflicting requests and strict deadlines.Good analytical and problem-solving skills.
  • Experience in process automation and optimisation, and data visualisation would be preferred.

Tools

  • Good knowledge of SAP applications, particularly in one or more of the following modules: FI, FM, GM, Concur, SRM, MM, SD. Knowledge and experience with other ERP solutions may also be considered.
  • Very good command of Microsoft Office applications, particularly Excel and PowerPoint. Knowledge of Power BI would be an advantage.
  • Interest in IT technology and proven ability to rapidly master new digital technologies as they emerge would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

.Additional InformationContract Duration

  • Two-year fixed term appointment, with the possibility for renewal.
  • Monthly salary starts at 4,302 EUR plus allowances based on eligibility, exempt of French income tax.
