Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).Important:Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.Organisational ContextThe Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.The Planning and Field Operations Unit as part of the Planning and Operations Section takes care of the organisational planning and implementation of the field operations, including the establishment of field presence and the responsibility for safety and wellbeing of the deployed staff. This work is done in close cooperation with the Registry and in a complementary, mutually reinforcing way.Duties and ResponsibilitiesUnder the direct supervision of the Operations Officer at the relevant Country Office / Duty Station, and under the overall guidance from the Head of the Planning and Field Operations Unit at HQ in The Hague, the incumbent will:

  • Provide operational and administrative support to staff of the Office of the Prosecutor (OTP) at the Duty Station / Country Office, including visiting investigators and other personnel.
  • Gather and analyse information relevant to investigations from a wide variety of open sources.
  • Develop contacts and liaise with other Organisations (UN, NGOs, etc.) as well as key interlocutors in country, and keep the Office updated of the socio-political situation in the areas of operations.
  • Develop and maintain the maximum level of security awareness of the local situation.
  • Contribute to reports drafted by the Operations Officer for ICC Headquarters and submit them in the absence of the Operations Officer.
  • Understand and take into account the needs of witnesses when planning with investigation teams or relevant Units.
  • Coordinate the movement of witnesses as required and in accordance with the OTP Operational Manual.
  • Arrange meetings/appointments with witnesses, intermediaries and other officials, as directed.
  • Coordinate travel arrangements and logistic support for OTP staff and witnesses.
  • Assist in the coordination of security and logistic arrangements with relevant Registry Sections and/or UN entities.
  • Assist with effective communication between the Duty Station / Country Office and the OTP at HQ.
  • Assist in formulating OTP procurement requests to support field operations.
  • Maintain financial records of expenditures and support the Operations Officer in the effective management of allocated budget for OTP general operating expenses and OTP assets.
  • Deputise for the Operations Officer in his/her absence.
  • Perform other routine office functions as required.

Essential QualificationsEducation:Diploma of secondary education is required.Experience:A minimum of eight (8) years of relevant work experience, preferably in an operational, investigative, police/military or similar environment. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.Experience in a multinational environment would be an advantage.Knowledge, skills, and abilities:

  • Knowledge of the geographic area in which the Court is investigating is required.
  • Experience in dealing with situations requiring a high degree of confidentiality is considered an asset.
  • Initiative, flexibility and ability to work independently with minimal supervision.
  • Excellent communication and interpersonal skills with all ICC staff, national and international contacts and witnesses.
  • Ability to work in a multi-cultural environment with sensitivity and respect for diversity.
  • Professional and personal integrity, tact, sensitivity to other views, loyalty, judgment.
  • ‘Clean’ current driving licence is essential. C-licence and ability to drive manual transmission, automatic and 4×4 is considered an asset.
  • Advanced skills in standard MS Office applications and in using Google Earth Pro.
  • Very good knowledge of routine office procedures and practices.

Knowledge of languages:Proficiency in either of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.ICC Leadership Competencies
