Your team
Within the Directorate Central Route Charges Office and Finance, EUROCONTROL collects route charges on behalf of its Member States through its Central Route Charges Office (CRCO). The CRCO operates a centralised system that ensures the recovery of these charges, which are essential to funding the European air traffic management system.
Our services include billing, collecting and disbursing route charges to Member States. We also offer similar services for terminal navigation charges and communication charges for Member States, as well as air navigation charges (en-route and terminal) for non-Member States.
As an Air Navigation Charges – Billing Expert, you will support the Head of Billing in the daily service’s activities and ensure deliverables in accordance with existing regulations, agreements and operational processes while ensuring high quality and optimisation of the services.
Your role
Your role will be to:
- Support the Head of Billing in the day-to-day service activities and ensure that it continuously delivers in compliance with the existing regulations and operational processes in place.
- Prepare proposals for a strategic plan for the evolution of the billing systems and services, coordinate and ensure its implementation with internal and external stakeholders.
- Develop operational requirements, procedures and manuals for the charging systems to support and facilitate the exchange of data supporting the billing process with the ANSPs and the daily activities of the team members.
- Coordinate internal flow of communication and data exchange with the Network Manager to optimise services.
- Ensure that States, air navigation service providers and airspace users are aware of and comply with the rules governing the charges billed by EUROCONTROL and advise on billing matters as needed.
- Monitor service performance, identify areas of further development, and optimise existing operational processes.
- Produce statistics and simulations, draft working papers, participate in (or lead) projects, committees and/or working groups, etc. as needed.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completed university degree of 4 years in a relevant domain (e.g. Air Traffic Engineering, Aviation Management or Economics) followed by 3 years of relevant working experience OR completed university degree of 3 years in a relevant domain (e.g. Air Traffic Engineering, Aviation Management or Economics) plus 4 year of relevant working experience.

- Experience/Knowledge in one or several of the following domains: air navigation charges, airspace structures and routes, flight plans, aircraft types.
- Experience with statistical analysis and reporting.
- Knowledge of the regulatory framework applicable to the aviation sector in the field of air navigation charges would be an asset.
- Project Management skills.
- Experience with data extraction and business analytics tools (Power BI or similar) would be an asset.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to acquire at least a basic knowledge of French at level A1 by the end of the probation period. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).
Useful information

- Before receiving an official offer, the selected candidate will be required to provide certified copies of the degree(s) that meet the qualifications specified in the Notice of Competition for this position.
- The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.

If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
