Duties

  • You will identify and quantify Undersea Warfare (USW) capability gaps in conjunction with the Commander, U.S. Naval Forces Europe-Africa U.S. Sixth Fleet (CNE-CNA-C6F) staff and applicable Fleet Commands.
  • You will translate USW capability gaps into technical requirements useable by the NAVSEA Warfare Centers in support of solution development activities.
  • You will identify, evaluate, and recommend USW solution options, including opportunities for rapid operational prototyping and experimentation when warranted.
  • You will build knowledge of full-spectrum USW operations in the area of responsibility (AOR) through participation in CSG 8 standing processes and exercises.
  • You will effectively advocate for solutions to USW capability gaps through written documents and oral presentations to senior military and civilian personnel.
  • You will develop and maintain productive relationships across the combined CNE-CNA-C6F staff, including staff offices involved in capability development / delivery.
  • You will conduct liaison activities to facilitate collaboration between the NAVSEA Warfare Centers and CNE-CNA-C6F.

Qualifications

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual for 0830 Mechanical Engineering Series, 0854 Computer Engineering Series, or 0855 Electronics Engineering Series:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-13 grade level or ND-4 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Evaluating warfighting capabilities through assessments (e.g. exercises, experiments, wargames, analyses) to support undersea forces;

2) Providing life cycle engineering support functions to include corrective and preventative maintenance and/or proactive sustainment of assigned submarine and undersea equipment and systems;

3) Testing and evaluating undersea warfare systems for structural soundness, heat transfer, and power requirements; computer database, data mining approaches, and network architecture reviews;

4) Identifying and recommending technological solution options to complex warfighting gap areas, or urgent operational needs; and

5) Communicating and coordinating with host command and staff to answer/address complex issues, present clear and concise findings/recommendations, and provide technical support impacting submarine warfighting capability, readiness, and mission effectiveness.
