POSITION SUMMARY:

Bechtel is seeking an Electrical & Instrumentation (E&I) Chief Engineer to join the Engineering Management team serving a new Bechtel office in Warsaw, Poland. The prime roles and responsibilities include:

Responsible for activities within an engineering/architectural discipline of a global business unit office. Organizes and coordinates assignments. Responsible for the establishment and maintenance of technical standards within the discipline. This involves exploration of subject area, definition of scope and selection of problems for investigation, including the development of novel concepts and approaches when required. Responsible for acting independently on technical matters pertaining to the field.

JOB DIMENSIONS:

A. Supervision Received

-Receives administrative and technical supervision from a global business unit Manager of Engineering or a senior Chief Engineer in terms of broad general objectives and limits.

B. Supervision Exercised

-Exercises administrative and technical supervision over specialist staff.
-Provides functional oversight of the discipline for the global business unit both on and off project.

C. Contacts

-Maintains contacts with suppliers to keep abreast of developments. Maintains contact with project management to ensure that a project is receiving adequate numbers of technical support personnel and that the quality of design work is satisfactory. Maintains contact with outside technical consultants. Maintains close contact with other chief engineers within Bechtel and the project to ensure uniformity of compliance with company policies, procedures and standards. Also maintains contact with counterparts in the same discipline within Bechtel for control of staffing, transfers and exchange of technical information. Contacts client representatives as appropriate to provide technical advice.
ESSENTIAL JOB DUTIES:

1. Manages engineering activities within a discipline within a global business unit establishing and maintaining the technical standards.

2. Acts independently on field related technical matters.

3. Maintains continuous contact with work in progress by reviewing or approving, design basis, key drawings or design concepts and specifications developed by the project groups and reviewed by the discipline staff. Audits project application, implementation and compliance with a project’s Execution Plan, Project Procedures Manual, and with Engineering Department Procedures (EDPs). Reviews and approves project Design Control Check List (DCCL) and Design Review Notices (DRNs).

4. Provides technical/expert support to project teams and ensures technical quality.

5. Establishes the discipline training needs, obtains budgeting approval and directs the development of personnel training programs.

6. Conducts annual performance reviews for direct reports and manages, reviews, and approves performance reviews prepared by supervisors. Holds career development discussions.

7. Implements corporate and global business unit personnel policies for assigned personnel.

8. Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets for the discipline. Inputs to, reviews and influences project schedule.

9. Reviews project staffing requirements and assigns qualified technical personnel from within the discipline, as well as participating in recruiting efforts.

10. Directs the development of and approves design guides, standard specifications, work processes, Bechtel Standard Application Programs (BSAPs) and design procedures in the discipline and oversees coordination between disciplines.

11. Monitors the discipline engineering; scientific or architectural programs for a global business unit, including staff planning and personnel administration, and approvals of personnel actions.

12. Reviews unusual or complex design problems, provides guidance for their solution either personally, by subordinate staff or by outside consultants.

13. Maintains knowledge of new developments in the discipline through technical literature and by contacts within and outside Bechtel.

14. Champions within the discipline the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

JOB KNOWLEDGE:

-Demonstrated leadership and interpersonal skills.
-Knowledge of systems, calculations, BSAPs, applications of methods, materials, and the use of 3-D computer aided design (CAD) such as of S3D, Autocad, Revit, Microstation, etc.
-Knowledge of industry and regulatory codes and standards and design criteria used in the discipline.
-Knowledge of corporate and global business unit activities and administrative practices.
-Knowledge of practices and procedures for project control, construction, procurement, quality assurance, environmental safety and health; of the EPC and TIC (total installed cost) businesses; and of the proposal and bid processes.
-Skill in oral and written communication.
-Knowledge and Experience with implementation of European Codes and Standards.
The above is normally acquired through:

-A recognized degree in an engineering or scientific discipline from an accredited college or university, AND
-A professional license in an engineering discipline from a recognized licensing board, AND
-Specialized courses in relevant general engineering, or an appropriate engineering discipline, AND
-Extensive progressive work experience including supervisory experience at a management level in project and staff design engineering or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
 

BASIC REQUIREMENTS:

15+ years of applicable industry experience.

Be amenable to frequent business travel.

Work experience includes supervisory experience at a management level in project and staff design engineering or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms

PERFERRED REQUIREMENTS:

Has a right to work in Poland.

Be fluent in both English and Polish

To be familiar or have experience with Nuclear plant engineering

To be familiar or have experience with Semiconductor or Battery industries

Have served in office and field roles within the applicable work experience.
