The Centre for Tax Policy and Administration ( ) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.The CTPA is looking for economists to undertake quantitative economic analysis under the current work programme of the Business and International Taxes Unit and the Tax and the Environment Unit of the Tax Policy and Statistics (TPS) Division, building on their particular skill set. The programme involves a broad range of issues related to environmental, corporate, and international taxation. The successful candidates report to the Head of the Business and International Taxes Unit and the Head of the Tax and Environment Unit, respectively.Job DescriptionMain ResponsibilitiesResearch, Analysis and DraftingThe selected candidate will work on a range of topics in the area of environmental, corporate, and international taxation. In the business and international taxes unit, this includes to,

  • Carry out high quality country-specific economic analysis of business taxation, including through the collection of data, the development of descriptive statistics and the use of tax policy indicators based on the OECD’s corporate effective tax rates model.
  • Carry out analysis of the international tax reform agreement currently being developed by the Inclusive Framework on BEPS.
  • Contribute to the OECD’s ongoing work on investment tax incentives, with a focus on providing country-specific policy advice to countries and understanding the interaction of the interaction of Pillar 2 and investment tax incentives.
  • Analysis of the links between taxation and investment and between tax avoidance and economic activity.
  • Contribute to the development of high-quality tax statistics and tax policy analysis, including through the provision of country-specific advice in the area of corporate, business and international taxation.
  • Assist on other work in the area of business taxation as required, with a particular focus on international tax issues.

In the tax and environment unit, this includes:

  • Contribute to the development and delivery of high-quality outputs in the OECD Series on Carbon Pricing and Energy Taxation area of work, by contributing to its development, implementation and production of data and statistics.
  • Carry out cross-country economic analysis of tax policy design and reform with a focus on carbon pricing and environmental taxation.
  • Contribute to the development of new work areas, including the measurement of greenhouse gas (GHG) emissions in carbon pricing systems and extending the coverage of policy tracking.
  • Contribute to country project work in the area of environmental taxation, including through quantitative country tax policy analysis and collecting information on country policy settings and identification of reform options.

Co-ordination, liaison and representation

  • Establish contacts and work in close collaboration with representatives of national administrations and country delegations.
  • Liaise and foster collaboration both within CTPA and other relevant OECD Directorates, particularly with the Directorate for Financial and Enterprise Affairs (DAF) and the Directorate for Science, Technology and Innovation (STI), the Environment Directorate (ENV), Trade and Agriculture Directorate and the Economics Department (ECO).
  • Engage with external stakeholders, such as academics, other international organisations, civil society and the business community.
  • Present the team’s work in meetings, seminars, conferences and briefings, and contribute to disseminating papers and reports to a wide array of audiences.
  • Participate in missions to member and non-member countries, as required.
  • Assist in supervision of junior team members as necessary.

QualificationsIdeal Candidate profileAcademic Background

  • An advanced university degree or equivalent in economics, business, accounting, taxation or a professional qualification in other relevant areas of public policy, preferably with strong quantitative training.

Professional Background

  • At least three preferably five years’ experience of relevant work experience in a tax administration, ministry of finance, financial institution, research institution, university or law, accounting firm.
  • Confirmed experience in data analysis, quantitative research, tax policy.
  • Proven analytical abilities and excellent writing and presentations skills.
  • Good knowledge of the principles of environmental and/or business taxation.

Tools

  • Excellent quantitative skills and advanced use of statistical software (e.g. Stata, R, Python).

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages is an asset.
