We provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATEThe Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of Information and Communication Technologies (ICT), in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as ICT in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.THE POSITIONSTI/DEP is looking for an engaged Economist/Policy Analyst to support the Working Party on Connectivity Services and Infrastructures (WPCSI) of the Digital Policy Committee and work on the analysis of the communication sector. This includes carrying out policy and economic analysis on topics related to connectivity services and infrastructures, and as appropriate, develop new indicators to help in comparative analyses of communication policies and regulations. The selected person will work under the supervision of the Head of the Connectivity Services and Infrastructures (CSI) unit in the DEP division of STI.Job DescriptionMain ResponsibilitiesManagement and analysis

  • Carry out policy and economic analysis on trends in the connectivity ecosystem, on communication policy and regulation, and on the effects of new communication technologies.
  • Develop new indicators to track the diffusion of new services and technologies throughout the sector and, where appropriate, to help in comparative analyses of communication policies.
  • Manage projects related to the work programme of the Digital Policy Committee’s Working Party on Connectivity Services and Infrastructures (WPCSI).
  • Contribute to all aspects of the preparation and drafting of the biennial “Digital Economy Outlook”. Contribute to the development of sources of quantitative and qualitative information and indicators for this publication.
  • Participate, as required, in horizontal and multidisciplinary projects and activities of the STI and the OECD.

Communication and liaison

  • Contribute to the organisation of, and participate in, meetings of national government delegates and experts from the private sector, civil society, the Internet technical community and academia in connection with the Organisation’s work programme in the above areas.
  • Participate in WPCSI and related meetings and workshops. Prepare analytical reports and support the WPSCI activities.
  • Establish and maintain professional contacts within the OECD, with Delegations and outside individuals and organisations in the field of connectivity services and infrastructures.
  • Contribute to the external visibility of the DEP Division, for example by participating and presenting work at workshops, conferences, etc.

QualificationsIdeal Candidate ProfileAcademic Background:

  • An advanced university degree in economics, public policy, or a closely related field, with ideally a specialisation in communication policy and regulation.

Professional Background:

  • Minimum three, preferably five years’ relevant experience in international comparative policy and quantitative analysis, preferably acquired in a national or international administration, such as a Ministry or regulatory agency dealing with communication policy, or private sector agency.
  • Experience in dealing with multiple stakeholders, organisation of events and missions, horizontal activities in an international context.
  • Excellent communication skills so as to communicate technical and complex issues clearly and concisely in a compelling manner to a wide range of audiences.
  • A proven capacity to produce reports, including for publication, that are cogent, concise and in a style attractive and accessible to senior officials.

Tools:

  • Proficiency with standard Microsoft software. Experience in the use of Stata, R or Python would be an additional asset.
  • A good knowledge of the main ICT databases in the OECD and/or in other international and national agencies and the private sector.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of Spanish would be an asset.

  • Thirteen-month fixed term appointment, with the possibility of renewal.
