WE ARE

Within the Resources Directorate, the IT unit is in charge of the management of IT resources which
are not supported at corporate level. This means to manage all the aspects of IT systems within the
Directorate-General comprising the management of the user environment, the Information Systems
and the specific infrastructure.

WE PROPOSE

We propose a job as Team Leader in DG ECFIN. The candidate will lead the IT development team in
charge of the implementation of the Recovery and Resilience Facility (RRF) portfolio of Information
Systems. This portfolio covers IT tools used by Commission Staff, Member State authorities and
other European Institutions. The candidate will have to collaborate with the business unit in charge
of RRF as well as representatives of SG REFORM and other ECFIN staff such economists or
statistical assistants as well as colleagues of the IT unit. The focus for the future period is to
ensure the business continuity of the Recovery and Resilience Facility (RRF) portfolio of IT
Information Systems. Contribution implementation of the local IT strategy as well as quality
assurance, establishing and continuously improving best practices and transfer of knowledge
across the unit will also be important elements of the job.

WE LOOK FOR

We look for candidates who are willing to engage in both the IT and business aspects of DG
ECFIN’s core activities. The candidate should be able to lead a team and be flexible enough to
adapt quickly to changing environment and requirements. The ability to build and maintain good
interpersonal relations with business users is essential, as well as the capacity to solve operational
problems in a dynamic working environment.

Desirable skills and experience include: extensive experience in delivering IT solutions based on
Commission standards in the domain of PHP/MySQL/Symfony application development and
Qliksense BI solutions, experience in management of a technical team, ability to liaise and
communicate efficiently with stakeholders. Knowledge of a performance-based instrument such as
RRF is a clear asset.

Previous experience as an IT project manager is mandatory, as well as technical lead of a team of
IT developers. At least 10 years of experience in the development of IT applications is required.
Good knowledge of data(base) and monitoring scoreboard technologies is mostly welcomed. The
candidate should be able to quickly work both independently and within a team given the time
constraint in view of a peak period of RRF in 2026. The candidate should therefore have the ability
to work under heavy time constraints for the coming year.

The official should have a good command of English/French for the performance of the duties.
