Post Vacancy – Job description▪ Reference number: 2024-14 (to be quoted in all your communications)▪ Office location: Kyiv, Ukraine▪ Position: Short-Term Regional Security Officer (12 months)▪ Deadline for application: 13 December 2024▪ Start date: 01 March 2025Job Description:Since 24 February, the Russia’s war on Ukraine has caused a humanitarian crisis in the country that has affected millions of people.The humanitarian assistance in Ukraine is multi-sectorial and encompasses provision of basic needs, healthcare, shelters/NFI, non-food items, WASH, protection, Education in Emergencies and cash assistance to help to cover their basic needs.The short term RSC will work under the supervision of the Security Sector in HQ, the Head of Office and in collaboration with and in support of the RSC already based in Ukraine. The short term RSC is responsible for DG ECHO’s regional security issues in the region. He will oversee and provide guidance on safety and security risk management through increased capacity, technical support, and advice both to the regional team and country offices on all aspects of staff safety and security and ensure appropriate systems are in place at regional and country level. The RSC will also monitor the regional situation, identify threats, and minimize risks. He will conduct safety and security assessments, provide training for Regional and Country Office staff, analyse incident reports and security updates, respond to Country Office inquiries, and deploy to emergencies to ensure safety and security management in addressing emergency response needs.The RSC will provide support to country offices on crisis management and security incident analysis.He/she will be required to carry out regular field missions. At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his/her specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.Place of assignment:This short-term TA position will be based in Kyiv, Ukraine. The post is a non-family duty station. The expert will benefit from the ECHO system of Rest and Recuperation (R&R).The RSC short-term should be deployable in multiple locations associated with the Ukraine crisis or any other ECHO operational area.Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, social acceptance of sexual orientation, and accommodation provided, before applying.Qualification requirements and assets:DG ECHO’s recruitment policy aims at respecting diversity, creating an inclusive working environment, maintaining gender balance, and applying a zero-tolerance policy on discrimination.DG ECHO encourages recruitment of qualified women. Please note that nationals of the country where the post is based are not eligible.General DG ECHO language requirements: mastering English as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian.Requirements for the post:The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years’ relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin.In addition, the candidate should:Assets:
