WE ARE
Unit COMP.F.4 is responsible for the control of concentrations (merger control) in Directorate F:
Transport, Post and other services of DG Competition (DG COMP); for developing, implementing,
monitoring and evaluating competition policies and legislation in the field of transport and other
services sectors; and for coordination, negotiation, and representation, including at international
transport and other services sectors.

Transport and logistics are part and parcel of all economic activities and directly affect the prices
of goods at different levels of the value chains. Ensuring competitive market structures in these
industries therefore contributes to the performance of the overall economy and is essential to
protect the interests of European consumers.
A core task of our unit is the assessment of mergers in the sector of air, water, land transport,
logistics and related services – among them chiefly the container shipping and airline sectors. In
addition, we deal with mergers in a large number of other service industries which includes for
instance the hospitality and tourism sector, the real estate sector, and the new mobility and e-
mobility sectors.
In recent years, the unit handled cases at the cutting edge of EU merger control enforcement, for
example Booking/Etraveli and NaspersJust Eat Takeawy.com, as well as transactions with a broad
impact on European consumers and the European economy, such as Lufthansa/MEF/ITA, IAG/Air
Europa, Korean Air/Asiana, Air Canada/Transat in the airline and travel sectors and MSC/HGV/HHLA,
Maersk/Senator and Hapag-Lloyd/Eurogate/Terminal Wilhelmshaven in the container shipping and
ports sectors.
We are a relatively young team composed of 14 case handlers responsible for investigating cases
and drafting decisions, 4 case assistants responsible for secretarial and organizational support,
usually 2 trainees and 2 case managers coordinating the case work. The unit is part of DG COMPs
Merger Network, whose mission is to enforce merger control rules at EU level across the whole
economy.
WE PROPOSE
We offer a position of a case assistant/secretary. Case assistants/secretaries work as part of
case teams responsible for investigating and analysing the compatibility of notified mergers
with the internal market.
The case teamwork involves conducting market investigations, including detailed discussions
with the parties to the merger and their legal and economic advisors as well as their
competitors and customers. Contacts are also made with other regulatory bodies and
competition authorities, as relevant.
The case assistant/secretary is a full member of the team and provides logistical and
administrative assistance, ensuring that procedures are correctly and timely applied. The typical
tasks of a case assistant/secretary in particular include:
– preparation of market investigations through uploading and sending of questionnaires via a
dedicated electronic application,
– recording, distributing and archiving correspondence and other case-related records,
– monitoring of deadlines and workflow during the case,
– preparation and transmission of inter-service consultations,
– knowledge sharing through internal wiki platform,
– liaison with external stakeholders for the organization of meetings,
– preparation and circulation of electronic signatures.
Work may also involve general administrative support to the Head of Unit and the other
members of the Unit, as well as various organisational matters.
Case assistant/secretary works primarily on cases within the unit but may also be allocated to
merger cases handled by other units of the Merger Network. DG COMP has assistants’ network
with assistants often participating in various cross-unit working groups aimed at improving
procedures and working methods and sharing best practices.
We are a dynamic team working in an informal and friendly atmosphere, both at work and
outside. Each newcomer is welcomed with a one-on-one crash training session with every unit
member.
WE LOOK FOR
We are looking for a dynamic colleague who is able to work independently and with a minimum of
supervision, but who is a team player capable to tailor secretarial and administrative support to the
needs of the unit. We require a high degree of accuracy and reliability to deal with sensitive files.
Good organisational and IT skills (including mastering of various commission applications and
software) are required as well as a good command of English. Any other language is an advantage.
A knowledge of DG COMP’s processes and procedures would be an asset.
