Offer DescriptionInstitute of European Studies at the Jagiellonian University offers three doctoral position within MSCA Doctoral Network EUFOG. Contested EU Foreign Policy in an Era of Geopolitics. Funded under the European Union’s Horizon Europe – Marie Skłodowska-Curie Actions – Doctoral Networks (MSCA-DN), EUFOG contributes to a better understanding of the ways in which the EU is reconsidering key tenets of its international role in the face of the geopolitical turn in international politics. EUFOG systematically addresses the politics, policies and partners associated with the ways in which EU foreign policy responds to these new international realities. Under the guidance of some of the leading scholars in this area, a new generation of doctoral students will be trained in the study of the international dimensions and effects of populism.EUFOG offers an integrated three-year doctoral programme, providing world-class, interdisciplinary research and specialised training in social and political sciences, political economy, and communication, including research visits and secondments at associated partners, to bridge the gap between academic research and everyday policy practice. An interdisciplinary, multi-sectoral network bringing together 17 industry-academia partners, including ten leading higher education institutions and seven key partners from a range of European and non-European countries.Project description:International network Marie Skłodowska-Curie Doctoral Networks (HORIZON-MSCA-2023-DN-01) EUFOG (Contested EU Foreign Policy in an Era of Geopolitics) contribute to a better understanding of the ways in which the EU is reconsidering key tenets of its international role in the face of the geopolitical turn in international politics. The liberal international order is undergoing major transformations. Although the final destination of these changes is still to be seen, the situation is shaped by a return of competition between great powers in a multipolar world, facilitated further by growing geopolitical ambitions of the many regional powers. So far, this has not implied a general break-down of the order. The picture is much more diverse and it includes successful efforts to sustain the order in some areas, the mobilization of some of its norms or institutions for the purposes of competition over power, but also open contestation of those norms and attempts to establish rivaling orders, with different actors playing different roles in different policy areas. This is all on the background of the existential threats to humanity (climate change, pandemics, deteriorating environment, technological breakthroughs, AI) marking an ever-fierce competition for resources, and the pervasiveness of the new media ecology that has irrevocably changed the international relations landscape. EUFOG systematically addresses the politics, policies and partners associated with the ways in which EU foreign policy responds to these new international realities.The positions offered at Jagiellonian University cover following topics:“The (geo)politics of energy. EU member states energy and raw materials diversification in the era of scarcity”.The Project shall focus on how access to sustainable, stable, and predictable sources of fossil fuels and raw materials are crucial aim of EU member states (MS) and it is more difficult to achieve in a growingly unstable and unpredictable international arena. The politics of energy and raw materials diversification is receiving growing scholarly attention and certainly results – among other factors – from increasingly geopolitical international relations in which both the EU and its MS react to accelerated changes and adversaries are playing the energy card against the EU. This project shall analyse the phenomenon of energy dependency and interdependency as an important variable of the EUMS energy policy strategy. It shall aim to provide a comprehensive explanation of MS preferences regarding their energy politics, considering the political, economic, environmental, and technological circumstances.“From normative to pragmatic and back? The EU’s engagement with close neighbours in a geopolitical order”.The Project shall focus on how the EU’s engagement with close neighbours clashes now with claims by other powers over their alleged spheres of influence. This project shall examine the changing relationship of the EU with its close neighbours in a geopolitical order, and identifies the evolution over time and variation across neighbours of such relationship. It shall account for changes in terms of different alternative explanations and motives from the EU side and reactions by third countries to such changes.“Candidates, neighbours, buffers. Inclusion and exclusion in narratives about EU neighbouring regions”.The Project shall focus on how narratives both within and outside of the EU about the relationship between the EU and its neighbouring regions are diverging and changing under the weight of great and regional power competition. This is shaping debates about enlargement, about identity, about alliances and about the roles of neighbouring countries in international politics.
