Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. Overseeing three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), EXD/HRM’s Head Office provides strategic HR direction, leadership in corporate and legal matters and oversight and co-ordination for the Organisation at large. The HR Operations Group, one of EXD/HRM’s three business units, provides centralized operational services, including the HR Operational Excellence team.THE POSITIONEXD/HRM’s HR Operations Division is looking for a Digital Project Manager who will report to the Deputy Head of HR Operations, and contribute specifically to digital project management.As the Digital Project Manager, you will be responsible for the design and implementation of the HR digitalization roadmap focusing on employee centricity. You will work in close collaboration with the HR OpEx team as well as subject matter experts in EXD/HRM divisions and other stakeholders within OECD.Job DescriptionMain Responsibilities

  • Project management: lead end to end project management together with two business analysts for digitalisation scope delivery from the definition of requirements execution and vertical start-up (e.g. HR Case/Email Management Platform implementation).
  • Operational Excellence: develop a strategic roadmap to improve HR operational processes by redesigning complex workflows, and driving efficiencies and effectiveness through technology-enabled automation.
  • Digital technology: analyze digital trends such as AI-enabled technologies, business needs and customer requirements, ensuring a digital HR mindset (e.g. AI-enabled chatbot)
  • Corporate compliance: ensure clear governance and drive the roadmap of user-friendly HR digital services and tools.
  • Impact analysis: Conducts comprehensive impact analysis for HRO digital projects and programs proficiently with practical KPI. Skilled in evaluating potential consequences of proposed changes, assessing benefits/risks, and identifying mitigation strategies.
  • Stakeholder management: collaborate effectively with other team members, internal stakeholders as well as external providers, to translate business requirements into IT specifications, thus driving implementation.
  • Change management: involve the relevant stakeholders through diverse communication channels and ensuring effective change management across HRM as well as all organisation.
  • Vendor and budget management: manage vendor relationships to ensure timely implementation and follow up of any any incidents to be closed. Monitor the contract budget and deadlines and act accordingly.
  • Team management: manage two business analysts to provide guidance and support.

QualificationsIdeal Candidate ProfileAcademic Background

  • An advanced university degree in engineering, IT systems, data science, business administration, and/or related field.

Professional Background

  • At least three years’ of experience in automation and digitalisation technology.
  • At least three years’ of experience in project management and process optimisation in a complex and high-pressure environment, preferably in the HR domain
  • Experience in analysing complex information, identifying problems and risks, assessing relative priorities and in proposing alternatives to increase efficiency and enhance customer experience.
  • Experience in agile project management and/or change management
  • Interest in transversal work with a variety of teams and stakeholders, ability to manage multiple projects and coordinate people to achieve results.
  • Interest in hands-on and result-oriented activities, an evidence-based mindset, and a strong interest in innovation and new technologies.

Tools

  • Knowledge in case management system such as ServiceNow.
  • Knowledge in ERP or HR technology like SAP would be an asset.
  • Experience in O365, PowerBI, BusinessObjects.
  • Basics of Python programming.

Contract Duration

  • 2-year fixed term appointment, with the possibility of renewal.
  • Depending on level of experience, monthly salary starts at 6,534 EUR, plus allowances based on eligibility, exempt of French income tax.
