Do you meet the key eligibility criteria?

In order to be eligible, you MUST meet ALL the following criteria.

  • I am at least 18 years old at the time of application.
  • I am a UK National.
  • I hold a full manual UK Driving Licence.
  • I can undertake shift work.
  • I will be able to provide all the ID documents required to complete my pre-employment screening and security clearance.

Immigration Enforcement tackles the criminality behind organised immigration crime. Our Criminal and Financial Investigation (CFI) teams play a fundamental role in tackling immigration crime, as part of a multi-layered UK law enforcement approach. Through working closely with partners in the National Crime Agency, territorial policing and many other agencies and departments, our CFI Teams take vigorous action against those criminals that seek to benefit from illegal migration.

The profile of criminality is changing rapidly with an ever-increasing reliance on digital technology. As part of our investigation capability, Cyber and Digital Capabilities (CDC) Unit are implementing a new process in the forensic acquisition of data from lawfully seized mobile devices under legislation provided by the Illegal Migration Act.

This is an exciting opportunity to join our CFI team as a Digital Forensics Kiosk Manager. You will work closely with partners such as Border Force, National Crime Agency, Police and other government departments. The role will have the responsibility for managing and developing the Kiosk mobile device extraction (MPE) capability, advising case teams and supporting kiosk operators.

You will work closely with the Quality Manager to develop and improve processes, train operators, and provide first line assistance. You will drive a culture of continuous process improvement, ensuring all changes are adequately documented and controlled in line with the Forensic Science Regulators Codes and ISO 17025. This is a new and challenging role at the heart of the recently formed CDC Unit.

Due to the demands of the role, this will be a full time role only.

Person specification

Key responsibilities for the role will include (but are not limited to):

  • Managing the forensic extraction of data acquired under the Illegal Migration Act. The Mobile Phone Extraction (MPE) capability provided by CDC is located in 5 CFI locations around the UK and provide trained officers with the capability to extract mobile phone data in support of data analysis.
  • Developing and maintaining the Kiosk MPE process in accordance with national guidelines, Authorised Professional Practice Extraction of material from digital devices and ISO/IEC 17025:2017 requirements.
  • Validate software updates and liaise with Forensic providers to ensure Kiosks are maintained and running to the latest software.
  • Managing and developing the training and CPD of Kiosk operators to ensure continued competence in line with Forensic Regulator Codes.
  • Maintaining records within the digital forensic case management system to ensure compliance.
  • Working closely with the CFI National Kiosk Manager, Quality Manager, and Digital Hub Manager you will be responsible for the design, implementation and maintenance of a CFI wide Quality Management System to ensure compliance and adherence to relevant regulatory standards. This is to ensure that the Digital Forensic function within CFI is accredited in the most effective and timely manner.
  • Providing Technical Support to kiosk operators and advise SIO’s on current capability.
  • Maintaining a high level of knowledge of MPE capability, standards of digital forensic services to provide specialist advice and guidance to the unit and Senior CFI management.
  • Be the lead on liaison and interaction with external auditors, accreditation and certification bodies (UKAS), negotiating on non-conformance findings and closures to minimise accreditation costs.
  • Bringing any inefficient processes to the attention of the Quality Manager and assist with the development of any solutions.
  • Developing and maintaining an Audit schedule and manage the internal audit process in relation to issues, complaints, corrective action and close outs.
  • Creating, developing and managing validation plans for the Kiosk MPE capability.
  • Conducting other associated tasks that are considered appropriate given the rapid changes in technology and the amendment of practices to take these into account.

All Criminal & Financial Investigation staff are required to disclose any adverse judicial decisions or internal disciplinary matters under Criminal Procedure and Investigations Act (CPIA). Applicants need to bear this in mind when considering their eligibility for this post.

Essential criteria

The successful candidate will have the following proven skills:

  • Experienced Mobile phone examiner.
  • Experienced Digital Forensic practitioner.
  • Experience of working to ISO 17025 and the FSR Codes.
  • Experience in managing a team of digital forensic practitioners and their workload.
  • Experience of conducting audits and developing process improvement plans.

Please note: Due to the nature of the work and the geographical area, some travel by official vehicle will be inevitable and applicants should have a full UK manual/automatic driving licence.

Desirable criteria

  • Knowledge and experience of digital forensic requirements in CFI.
  • MSAB XRY & XAMN train the trainer qualification.
