SMX is seeking a Deputy Program Manager/AFRICOM Site Lead to lead our large-scale Communications and Information Technology project in Stuttgart, Germany. The AFRICOM Site Lead will provide support directly to AFRICOM by providing cost, schedule, performance, and risk management in accordance with Project Management Institute Program Management Body of Knowledge principles.

Essential Duties and Responsibilities

• Maintain organizational standards of customer satisfaction, quality, and performance

• Oversee multiple project teams, ensuring program goals are reached

• Perform subcontractor management of multiple subcontracts, and/or purchases/procurements

• Supervise assigned subordinate team members

• Work with peers and subordinates to identify risks and opportunities across multiple projects

• Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders

• Develop and maintain WBS and project schedules

• Support proposal development to develop technical solutions and conduct capture

Required Skills, Experience & Education

• Required clearance: TS/SCI

• C4 experience in a military HQ or command environment

• Managerial experience in a C4 networking environment with a significant number of direct staff

• Understanding the operational picture and technical requirements of task orders

• Understanding of applications and network systems like those in use by the United States African Command (AFRICOM)

• Excellent written and verbal communication skills, and experience in presenting material to senior DoD and non-DoD officials

• Experience supervising substantial DoD C4 operations which encompass software development, user and network systems integration, and training in diverse operating environments with people of various job categories and skills.

• Experience in a Quality Assurance Environment that includes at a minimum, knowledge of customer satisfaction tracking, user complaint and monitoring programs, quality control systems

• Proficiency with MS Office suite (e.g., PowerPoint, Excel, Teams, Project, SharePoint)

• Working knowledge of change management principles and performance evaluation processes

• 8+ years in an advanced project management role with a minimum of 5 years being in support of engineering or IT projects for DoD.

• Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations.

• Bachelor’s Degree in business administration, management, or related specialty, OR Bachelor’s in technical field related to project scope (IT, EE, CE, CS, etc.)
