Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)Within the OECD’s Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders, for language services (interpretation and translation), for safety and fire security of OECD staff, delegates and visitors, and for the management and operation of OECD buildings in Paris and OECD Centres abroad.Reporting to the Head of EXD/CSI, a key focus for the Deputy Head of EXD/CSI is the strategic oversight, support and operational management of the Service to ensure quality advice and service delivery across the OECD. As a key member of the Senior management team of the Organisation, s/he will foster and manage change through intellectual leadership and engage actively with stakeholders and Members. A skilled and diplomatic communicator, s/he will work closely with the Head of Service in a role which visibly contributes to the strategic alignment of EXD/CSI’s operations with the objectives of EXD and the Organisation.Job DescriptionMain ResponsibilitiesStrategic Engagement and Representation

  • Leveraging mature, proven diplomatic skills, the Deputy Head of EXD/CSI drives active strategic engagement with an extensive range of stakeholders including Directors, Deputy Directors, the RMA network, Staff Association and Delegations.
  • As a key member of EXD/CSI’s senior leadership team, represent the Head of EXD/CSI at internal senior level meetings and meetings with Members and key stakeholders (i.e., Council, Executive Committee, Budget Committee, Audit Committee, Staff Association and Delegations).
  • Foster cohesion across the Service and the other EXD Services to ensure advice and services are comprehensive and consistent, as well as ensuring consistent high-quality support is delivered to client Directorates.
  • Lead by example, providing EXD/CSI team members with clear, ethical and actionable direction, in support of EXD/CSI strategic and operational responsibilities.

Liaison and co-ordination

  • Develop and maintain a broad network of relationships with other international organisations, national authorities, academia and research institutes to have access to cutting-edge best practices, establish partnerships where efficiencies may be gained, and actively promote the Organisation’s own record of excellence.
  • Oversee provision of comprehensive, accurate and relevant briefing material to the Executive Director and senior staff within EXD, supporting and contributing to integrated EXD advice and horizontal projects.
  • Within EXD/CSI, drive cross-function initiatives and engagement strategy of the Divisions and their teams, ensuring alignment to the Service’s vision.
  • Support the Head of Service in the delivery of the Organisation’s crisis management activities, ensuring business continuity for conference services, physical asset management and security; lead risk management and crisis preparedness efforts within EXD/CSI to ensure continuity of operations and service delivery.
  • As an active member of the EXD leadership team, work with EXD colleagues to create an attractive, inclusive and productive work environment.

Service Delivery

  • Develop transformative change management plans and lead teams through change ensuring buy-in of operational teams, OECD staff, clients, and stakeholders.
  • Play a key role in the standardisation of EXD/CSI activities, including processes and systems redesign, management framework, functions, incorporation of data into decision making processes and transformational projects.
  • Co-ordinate service delivery for all EXD/CSI services with all other relevant partners in EXD with a view to offering integrated ”One-EXD” services.
  • Assist the Head of EXD/CSI with oversight, support and operational management of the Service including budgetary accountability to ensure the timely provision of high-quality advice, support and service delivery within scope and budget across the OECD.
  • Oversee the development, effective implementation and reporting of service level agreements and comprehensive, mutually reinforcing key performance indicators for all service operations and outputs.

QualificationsAcademic Background

  • Advanced university degree in Project Management, Business Administration, Operations Management, or other relevant discipline.

Professional Background

  • Significant, proven experience in developing transformative change management plans and successfully leading operational teams through change.
  • Minimum ten years of relevant operational experience with proven capacity at a senior management level and substantial professional experience in an international or diverse, cross-cultural setting.
  • Experience in introducing innovative approaches to sustainability that create meaningful impact.
  • Managing budgets, investments and spending effectively, efficiently, on time and with a focus on value for money.
  • Knowledge and understanding of policies, rules and procedures in an international organisation would be an advantage.

Key Skills

  • Excellent proven diplomatic and holistic communication skills.
  • Budget and financial resource management skills.
  • Demonstrated commitment to diversity, gender balance, and sensitivity to cross-cultural issues.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

  • Three-year fixed term appointment, with the possibility of renewal.
