From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.The Statistics and Data Directorate (SDD) is the focal point for the OECD’s cutting-edge work on statistics and data, providing evidence on a comparable basis and from a variety of sources to analysts, policy makers, and members of civil society. SDD develops new metrics and innovative digital tools to address emerging policy issues, leads the development of international statistical standards, advances statistical methodology, and co-ordinates statistical and data-related activities within the Organisation and with other International Organisations. The Directorate currently employs more than 80 staff members who support statistical work across a broad range of policy areas.SDD is looking for a dynamic and innovative Deputy Director with strong leadership skills and sound knowledge of the OECD statistical and data agenda. The Deputy Director will support the Director in implementing the Organisation’s Programme of Work and Budget and advancing the Strategic Orientations of the Secretary-General, ensuring the impact of the OECD’s statistical work. As a key member of the senior management team, s/he will help advance the work of the directorate and provide strategic direction, working closely with the Office of the Secretary-General and the wider Organisation in the development and implementation of horizontal initiatives and on strategies to advance implementation of OECD advice in member and partner countries. S/he will provide guidance and support in the co-ordination and management of SDD, its programme of work and its various bodies (Committee, Working Parties and Expert Groups).The selected candidate should be someone who exhibits innovative strategic thinking and diplomatic sensitivity, and who thrives in a multidisciplinary work environment. S/he will have significant experience, a wide professional network, and strong international standing.Job DescriptionMain ResponsibilitiesStrategic Vision and Leadership
- Support the implementation of the Organisation’s Programme of Work and Budget and the advancement of the Strategic Orientations of the Secretary-General in the area of Statistics and Data. In particular, contribute to the implementation of the OECD smart data strategy to meet the policy demand for new, more granular and timely data that is also of high quality and trusted.
- Keep SDD at the forefront of state-of-the-art measurement tools and frameworks and enhance the OECD’s leading position in the development of best statistical practices, methodologies, and international standards.
- Contribute to the strategic planning, orientation and oversight of SDD’s activities, and exercise critical oversight, quality control of outputs and overall data governance.
- Provide guidance on key methodologies and concepts to respond to analytical and policy questions in areas such as digitalisation, globalisation or environment-economy linkages.
- Oversee the implementation of SDD’s communication and global relations strategies, including statistical country reviews.
- Support the Office of the Secretary-General, the OECD Sherpa, and their respective teams on targeted policy advice and on the Organisation’s contributions in the area of Statistics and Data, including to the G20 and G7.
- Contribute to ensuring the global impact of the OECD work on Statistics and Data, including through increased engagement with key partners, and in line with the global relations strategy of the OECD.
Liaison and Representation
- Promote collaboration with the Secretary-General’s Office and other Directorates, and effective relations with the relevant policy communities and permanent delegations, both within and outside the OECD to ensure a coherent strategy with regard to statistics and data.
- Represent SDD and the OECD at high-level meetings and conferences involving senior policy makers and representatives of other relevant sectors.
- Build collaborative working relationships throughout the OECD and across other International Organisations and fora.
- Establish and maintain close contacts with national authorities, academia and research institutes.
Management and Co-ordination
- Actively participate in SDD’s recruitment processes, the professional development and performance management of its staff. Supervise and motivate staff to ensure delivery of high-quality work within set deadlines and effective working methods. Ensure a caring environment, where managers promote respect and support staff in developing their full potential.
- Contribute to the overall management and administration of the SDD, as well as the development and execution of its Programme of Work and Budget, including by maintaining high standards of financial management.
- Assist the Director in providing briefing material and contributions to initiatives led by the Office of the Secretary-General and senior staff.
- Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters.
- Contribute to corporate management reforms and initiatives.
QualificationsAcademic Background
- An advanced university degree in statistics, econometrics, economics, mathematics or another relevant discipline.
Professional Background
- Preferably 15 years of experience in economic statistics, preferably gained while working in government or another International Organisation, and a significant interest in policy-focused research work and the development of statistics that support an integrated analysis of social, economic, and environmental policies.
- A solid understanding of national and international statistical systems and of the challenges faced in the collection, processing and dissemination of data coming from a wide range of sources in a variety of formats, as well as of the issues of international comparability.
- A proven record of conducting relations at a senior level, including the ability to interact effectively with multiple high-level stakeholders and to influence decisions at the national and international level.
- Strong communication and presentation skills and the ability to interact confidently with various audiences, including via both standard and social media channels.
- Ability to build support across member and partner countries for the development of smart data.
- Proven management skills and ability to motivate and manage a high-performing, multidisciplinary and multinational team.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
- Three-year fixed term appointment, with the possibility of renewal.
