1. SUMMARYThe Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels, for the protection of the Secretary General and for the security and safety of its personnel in and on missions abroad. The NOS comprises the Office of the Director, the Policy Oversight Branch, the Protective Security Branch, the Security Intelligence Branch and the Close Protection Unit.The SPOB is responsible for ensuring that NATO Security Policy is applied throughout NATO bodies and member Nations and as well as in non-NATO Nations and organisations, as appropriate, with which NATO cooperates. SPOB develops security policy and directives, supports their implementation and verifies compliance through security audits in the specific functional areas of personnel security, physical security, security of information, communication and information systems security (including Cyber Security) and industrial and protective security. SPOB works with the other NOS Branches to ensure coordinated and consistent responses to the interpretation and practical application of policy.The incumbent, under the direction of the Head of the Security Policy Section, carries out the administrative and organisational tasks that are necessary to support the development and revision of NATO Security Policy and its supporting directives, development and oversight of Administrative Arrangements, and coordination and execution of the SPOB security audit programme. They serve as the first point of contact whenever cooperation with NATO Nations, civil and military bodies or with non-NATO Nations and International Organisations is required. They coordinate security surveys/inspections, the collection and management of security-related information from NOS stakeholders, the provision of advice on frequently asked questions in the fields of security covered by SPOB (e.g. personnel security, physical security, protection of NATO installations, security of information, industrial security, communication and information system security).2. QUALIFICATIONS AND EXPERIENCEESSENTIALThe incumbent must:

  • Possess higher secondary education qualification with 6 years post-related experience, OR upper vocational training/ post-secondary degree with 3 years post-related experience in security and/ or programme management support duties;
  • have enhanced skills in providing administrative support to committees/boards/working groups, including proven drafting abilities to a high standard;
  • have proven experience in organising conferences/meetings or programme administration;
  • have effective communication skills and demonstrate mature judgement and political sensitivity when dealing with stakeholders in NATO bodies, nations and international organisations;
  • have extensive experience with relevant software packages in the area of Information Management and Knowledge Management, in particular with the Microsoft Office suite, associated with MS SharePoint environments and similar intranet portal solutions;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other; and
  • be prepared to work outside normal office hours at short notice and to travel occasionally.

DESIRABLEThe following would be considered an advantage:

  • knowledge of the NATO structure and NATO’s security policy and supporting directives;
  • experience in workflow management of organisational business processes;
  • a level III (‘Intermediate’) in the second language; and
  • working knowledge of additional office automation software (e.g. MS Access).

3. MAIN ACCOUNTABILITIESInformation ManagementSupport processes and procedures for Information and Knowledge Management across the Branch. Administer the section Information and Knowledge Management Tools such as MS SharePoint portals and equivalent. Maintain databases that are crucial for the branch’s activities; this includes but is not limited to security inspection/survey records, corrective actions follow-up, Security Agreements and Administrative Arrangements, Security Assurances, and SPOB document reference management.Project ManagementSupport programmes/projects in the field of Security. Coordination of the programme of security inspections and surveys. Serve as the NOS’ Office of Primary Responsibility for the NATO Security Course at the NATO School Oberammergau. Support the NOS on various NATO Committees, Boards and Working Groups, as directed by the Head of the Section or Head of SPOB. Carry out the administrative and organisational tasks to support the Security Policy Section programme of work, including the development of the policy, its implementation and compliance activities.Expertise DevelopmentCommunicate advice and guidance on Security to NATO Nations, NATO civil and military bodies as well as to Non-NATO Nations and International Organisation based on existing SPOB knowledge base.Knowledge ManagementOn the basis of briefings, discussions and reports maintain the knowledge base of the Branch to enable ease of access by NOS staff.Maintain and revise SPOB inspection/survey reports and Administrative Arrangements templates. Provide constructive suggestions to improve office procedures. Find ways to be faster, better and more effective in managing information and using office tools.Stakeholder ManagementMaintain lines of communications and work with all stakeholders within NATO civil and military bodies, NATO Nations, non-NATO nations and organisations NOS deals with. Assist in the establishment and negotiation of Administrative Arrangements.

Perform any other related duty as assigned.4. 6. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.7.
