Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectively. Through the GLOU68 programme, UNODC specifically works to facilitate meaningful participation of relevant stakeholders in the prevention and fight against transnational organized crime in the context of the implementation of UNTOC and its review process. UNODC also engages Civil Society Organizations (CSOs) in the sessions of the Commission on Crime Prevention and Criminal Justice (CCPCJ), the United Nations Crime Congress, the Conference of State Parties to UNCAC (CoSP UNCAC), and the Conference of the Parties to UNTOC (CoP UNTOC). Through these activities, UNODC has develope a network of thousands of non-governmental organizations working on issues related to the prevention of organized crime, crime prevention, and anti-corruption. In order to ensure meaningful engagement with relevant stakeholders in the implementation of UNTOC, the UNODC Civil Society Unit (CSU) is implementing the project Stakeholder Engagement in the Implementation of the UN Convention against Transnational Organized Crime (UNTOC), its review mechanism and related activities, also known as SE4U project. The Project’s main objective is to allow UNODC to prepare and facilitate CSOs, private sector, and academia to support Member States in a successful implementation of the UNTOC and to facilitate their broad and inclusive participation in the prevention of and fight against organized crime in accordance with established provisions and procedures. To implement the project, the UNODC CSU works closely with other substantive offices, mainly the Organized Crime Branch (OCB) in the Division for Treaty Affairs (DTA) and engages with relevant umbrella CSOs such as the NGO Alliance on Crime Prevention and Criminal Justice (NGO Alliance) and the Global Initiative against Transnational Organized Crime (GI-TOC). Under the direct supervision of the Programme Officer, the incumbent will perform the following tasks: • Support the preparations and the launch of the Civil Society Regional Network for Asia. • Coordinate the SE4U in-person training and e-learning courses. • Coordinate the Voluntary Pilot Initiative process in selected countries. • Streamline the integration of a prevention component into the project activities. • Support the drafting of the SE4U Toolkit on engaging non-governmental stakeholders in the implementation of UNTOC.

Qualifications/special skills

  • An advanced university degree (master’s degree or equivalent) in international law, criminal law or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of five years of professional experience in an international environment covering the area of countering organized crime or crime prevention is required. • Proven professional expertise and practical experience in project management involving partners from different entities (UN, Governments, private sector, etc.) is required. • Proven working experience with UN programmes, policies, guidelines and procedures is required. • Excellent interpersonal and communication skills, planning and organizing capabilities, leadership, technological awareness and capacity to work in a team are required. • Proven working experience on prevention, particularly with focus on children and youth on issues related to countering organized crime and crime prevention is desirable. • Practical working experience with NGOs in the context of the United Nations Convention against Transnational Organized Crime (UNTOC) is desirable. • Proven experience working with NGOs on UNODC related mandates is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of Spanish and/or French is an advantage.
