Duties and Responsibilities
Background of the assignment: Affecting developed and developing countries alike, corruption poses significant threats to countries around the world. UNODC is one of the leading global providers of technical assistance in various areas of the justice sector and has a consolidated expertise in strengthening anti-corruption measures. UNODC supports Member States in carrying out activities with a specific focus on tackling different forms of corruption. UNODC also supports actions in several areas that are particularly vulnerable to corruption, with the aim to strengthen national institutions at several levels, reducing their vulnerability to corruption risks. In Mozambique, UNODC supports national counterparts in improving the integrity of the justice system and governmental agencies in the country. UNODC has developed a comprehensive understanding of the challenges, needs and priorities of Mozambique in the field of anti-corruption. UNODC has been requested by the Republic of Mozambique, in the framework of the Maputo Roadmap, to provide technical assistance in building capacities to mitigate corruption risks of its competent authorities. In support of this aim, the UNODC Office in Mozambique, supported by the Corruption and Economic Crime Branch (CEB) and the Global Programme on Crimes that Affect the Environment, has worked closely with national authorities in Mozambique to identify and mitigate corruption risks in the environmental sphere. As part of these efforts, it is supporting the National Agency for Environmental Quality Control (AQUA) in creation and training of the ethics committee, review of the inspection strategy as well as conducting a training for the Ministry of Land and Environment (MTA) inspection technicians and other stakeholders in areas susceptible to corruption and specifically on the topic of mechanisms for preventing and combating corruption in public administration. As part of these efforts, the Consultant is engaged to prepare and deliver activities outlined in the corruption risk mitigation plan, developed by AQUA and UNODC in 2022. Purpose of the assignment: Under the guidance of the Crime Prevention and Criminal Justice Officer (anti-corruption) and the Head of UNODC Office in Mozambique, and in close cooperation with relevant colleagues from the Global Programme on Crimes that Affect the Environment, the Consultant will support strengthening the capacity of AQUA and MTA Officers in ethics and corruption prevention. Specific tasks to be performed by the Consultant: A. Support set up and training of the AQUA ethics committee a. Conduct consultation with national partners b. Develop ToR for the Committee c. Deliver two 2-day training course for committee members d. Provide training report B. Review of the inspection strategy a. Conduct consultations with national partners b. Review and update the strategy c. Provide report C. Conduct training for the Ministry of Land and Environment (MTA) inspection department a. Conduct consultations MTA on specific needs for the training b. Deliver a 4-day training for MTA inspection staff and other stakeholders in areas susceptible to corruption and specifically on the topic of mechanisms for preventing and combating corruption in public administration. c. Provide training report
Qualifications/special skills
- An advanced university degree (Master’s degree or equivalent) in the fields of law, public administration, business ethics, compliance, political science, international relations or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be considered in lieu of the advanced university degree. • At least ten years of professional experience in anti-corruption, public sector governance, organisational management, business ethics, compliance, or related fields is required within national authorities, regional or international inter-governmental organizations or civil society. • Experience in developing institutional strategies, codes of conducts, corruption prevention policies and / or professional ethics programmes is required. • Corruption prevention work in the environmental sector is desirable. • Work experience in different African countries is desirable. • Work experience with the United Nations is desirable. • Proven ability to work well under pressure and meet strict deadlines is required.
Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Portuguese is required. Knowledge of another official United Nations language is an advantage.
