Reports To: Director, Central and Eastern EuropeType: 12-months consultancy contract (self-employed).Location: Remote; flexible within CEE (Warsaw preferred).ABOUT CATFClean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere.Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.MISSION:The CEE Policy Consultant will work under the supervision of the CEE Director and work closely with European Advocacy team, Communications team, Programs teams and other functional teams across CATF (like the Development team). The CEE Policy Consultant shall also collaborate with external stakeholders and partner organisations to help execute advocacy strategies in support of CATF’s program goals and objectives in the region.Visit our website: for more information on CATF’s Programs.Key deliverables:

  • Policy analysis and monitoring – Follow the relevant legislative and policy initiatives at the CEE regional level (in selected countries) and disseminate advocacy opportunities across CATF programs; Develop CATF political positions on relevant policy topics in the CEE. Research and analyse key policy files and their impact on CATF’s work;

o Examples of deliverables:– Monthly report on key policies relevant across CATF’s programmatic areas in selected member states– At least 5 short policy briefs per year to inform and socialize CATF’s positions with key stakeholders– Stakeholder mapping in line with pre-agreed priorities– Monthly report on meetings with stakeholders held, to inform about our work, solicit feedback and inform positions

  • Strategy development and implementation – Support the CEE Director in developing and implementing an advocacy strategy for CEE in close collaboration with programs, the European advocacy team, comms and all relevant parties;

o Examples of Deliverables:– Creation of one strategy document for each CATF priority program interested to engage in the region;– Track progress in a quarterly convening with CATF staff to recalibrate strategy.

  • Outreach and engagement – engage and build a robust stakeholder network in the region, including with policymakers, industry, media, and NGOs to increase awareness of CATF and its work in the region. Establish working relationships with government representatives who are working on CATF priority files;

Examples of Deliverables:– Monthly report of outreach to key stakeholders identified and contacted on that specific month (specific details of engagement to be defined with CEE director)– A summary of confirmed meetings with stakeholders.

  • Representation and networking- Participate and represent CATF at high-level meetings, conferences and events in the region;

Examples of Deliverables:– Identify high-impact convening opportunities for CATF, including at least 5 conferences in the region per year– If attending an event, post-event report and write-up to keep CATF colleagues informed about national developments and possible calls to action.

  • Written materials and positioning– Write and/or edit policy briefings, letters, fact sheets, blog articles, and other materials for internal and external dissemination. Conceptualise studies and reports developed by CATF experts to drive the decarbonisation debate in the CEE;

Examples of Deliverables:– Policy papers, briefs and blogs on existing and emerging topics relevant to CATF’s enagegment in the región (Will be decided in collaboration with programs and communication teams)Support in event organisation, as needed.Skills/Experience/Education necessary for the position:

  • University degree in any relevant field
  • At least 3 years of relevant work experience in policy analysis and execution, with proven interest and deep understanding of the CEE regional climate and energy policy. Understanding of EU policy making desirable
  • Project management skills incl. manage meetings and respect internal and external deadlines.
  • Candidate should be based in the region (preferably in Warsaw)
  • English proficiency, one other regional language is mandatory (Polish preferred, other additional languages highly desirable)
  • Excellent organizational skills;
  • Team spirit and good interpersonal skills;
  • Ability to multitask;
  • Good writing skills.
