BackgroundThe International Centre for Antimicrobial Resistance Solutions (ICARS) is an independent organisation partnering with low- and middle-income countries (LMICs) to develop evidence-based, context-specific, and cost-effective solutions to mitigate antimicrobial resistance (AMR). Specifically, ICARS supports country-led Intervention and Implementation Research (IIR) projects by co-developing and funding evidence-based interventions that are practically implementable in a national/local context. ICARS works from a One Health perspective, covering human health, animal health and environment sectors. To better understand the AMR context on the ground, together with researchers, organisations, and partners globally, ICARS provides resources to co-develop evidence that supports the implementation of activities to mitigate AMR and sustain real-world impact.The call for Subject Matter Experts to be part of a Roster is one output of the newly launched project called “Solutions for integrating AMR into global challenges” by ICARS and the International Development Research Centre (IDRC). This Roster will help build on existing knowledge products developed by ICARS and IDRC, namely the . This will be piloted through integration in four existing AMR research projects that are spanning innovation development to intervention implementation. Individuals on the roster will be expected to actively contribute their knowledge to the process of integrating gender and equity lenses into the projects, as well as to support ICARS in extracting learnings that can be applied across the ICARS’ research portfolio. For example, this may include gender responsive and transformative approaches as possible1, or an intersectional perspective that integrates social stratefiers into the research cycle.Purpose and ObjectivesThe purpose of this roster is to develop a list of consultants who support ICARS and project teams based in LMICs (likely in sub-Saharan Africa and South-East Asia) with integrating a gender and equity lens (including an intersectional approach) in their research projects. The activities will be project-dependent, but could include developing, implementing, and assessing methodologies for understanding project-level gender and equity factors in the context of an AMR research project.The projects use an IIR framework2 and focus on AMR mitigation predominately in human health and animal health. They have co-development (proposal development) and project implementation phases.This roster aims to identify senior- and mid-level consultants:

  • Senior-level consultant(s) will directly support ICARS in developing detailed methods for this initiative and for extracting learnings that can be applied across the ICARS’ research portfolio. This will include the co-preparation and co-facilitation of an in-person workshop that will host project teams from multiple countries. The majority of the work will be remote.
  • Mid-level consultants will work remotely and in-person (based on specific project arrangements) and support research projects identified by ICARS to integrate a gender and equity lens into the project’s research portfolio.

There will be regular meetings with the consultants, ICARS and project teams. This project will last 2.5 years and the consultants would be engaged during this period depending on the individual requirements of each project. We do not foresee that the consultancy days will exceed 24 days over the 2.5 year project duration. As the experts will work with IIR in LMICs, experience with this is an asset.   • Provide technical input in planning and implementing activities for projects to strengthen the evidence base for mainstreaming gender and equity approaches in AMR IIR.
  • Provide technical input to ICARS as requested for integrating gender and equity considerations into organisational and project processes.
  • Advise ICARS on how to adopt gender, equity and intersectionality perspectives and theories to support ICARS’s work internally and with external partners and stakeholders as requested.

Methods and analysis

  • Support qualitative study methodologies including intersectional gender responsive and transformative methods and analysis for ICARS partners and project teams.
  • Advise on monitoring and evaluation frameworks (results frameworks) and indicators at project and/or portfolio level to understand the impact of the methods selected.
  • Advise on project-level data collection approaches including for data that is segregated by social stratifiers.

Advocacy and communication

  • Participate in writing/reviewing reports, manuscripts or advocacy materials on gender and intersectionality as the need arises and based on ICARS authorship criteria.

Workshop

  • Prepare agenda, materials, and support other arising tasks for a five day in-person workshop.
  • Collaborate with ICARS to facilitate the workshop.
  • Support project teams in conducting intersectional gender analyses and associated workplans that can be integrated into existing research frameworks.

Mid-level consultantTechnical input

  • Advise, support, and provide substantive inputs to country project teams to ensure the formulation of a gender and equity lens in interventions and project implementation.
  • Provide technical input in planning and implementing activities for projects to strengthen the evidence base for mainstreaming gender and equity approaches in AMR IIR.

Methods and analysis

  • Support the ongoing development and use of gender and/or intersectional analysis in project implementation.
  • Support qualitative study methodologies including gender responsive and transformative methods and analysis for ICARS partners and project teams.
  • Advise on monitoring and evaluation frameworks (results frameworks) and indicators to understand the impact of the methods selected as requested.
  • Advise on data collection, analysis and reporting approaches including for data that is segregated by social stratifiers.

Advocacy and communication

  • Contribute to the drafting of technical products related to gender, equity, and intersectionality sciences to support evidence-based project implementation and knowledge translation.
  • Participate in writing/reviewing reports, manuscripts or advocacy materials on gender, equity, and intersectionality as the need arises and based on ICARS authorship criteria.
  • Directly communicate and collaborate with project teams.

Capacity building

  • Support capacity building activities related to gender, equity and intersectionality, such as developing capacity and capability building materials as requested.

Specific requirementsEligibility criteria: All consultants

  • Advanced university degree in social science, gender studies, anthropology or other relevant fields, or substantial demonstrated experience in developing or implementing gender, equity, and intersectionality projects.
  • Experience in applying gender, equity, and intersectionality concepts into public health projects.
  • Willingness to travel as the role may include travel to country project sites and other locations.
  • Experience working in LMIC contexts. Experience in sub-Saharan Africa or Asia is desirable.
  • Fluency in spoken and written English.

Experience and skills: Senior level consultants

  • At least seven years of relevant applied experience in the design, implementation, and evaluation of gender responsive or transformative interventions in the human or animal health sector.
  • At least five to eight years of relevant work experience.
  • Experience with AMR in human and/or animal health contexts.
  • Experience in designing and facilitating workshops for integrating intersectional perspectives into research projects.
  • Experience in developing monitoring and evaluation frameworks for integrating equity, gender responsive and/or transformative indicators in public health contexts.
  • Experience in analytical writing supported by a publication record in peer review journals or grey literature.
  • Sound knowledge of principles of human and/or animal health, and/or agriculture systems.
  • Excellent at teamworking.
  • Ability to communicate with people from diverse disciplines.

Experience and skills: Mid-level consultants

  • At least three years of relevant applied experience in the design, implementation, and evaluation of gender responsive or transformative interventions in the human or animal health sector in LMIC contexts.
  • Experience in analytical writing supported by a publication record in peer review journals or grey literature.
  • Sound knowledge of principles of human and/or animal health, and/or agriculture systems.
  • Excellent at teamworking.
  • Ability to communicate with people from diverse disciplines.
  • High degree of flexibility and adaptability to meet project support needs.
  • Desirable: Knowledge and experience working with AMR or infectious disease contexts including in human and/or animal health.
  • Desirable: Fluency in other languages.

Salary and benefitsCompensation will be based on United Nations standard rates, corresponding to levels B and C, commensurate with the individual’s experience. For the senior-level consultant/s, the number of days will be negotiated. For the mid-level consultants, the total number of days will be negotiated on a case by case basis.
