Deadline Date: Thursday 19 December 2024Requirement: Project Manager – OutsourcingLocation: Braine L’Alleud, BEFull Time On-Site: YesTime On-Site: 100%Total Scope of the request (hours): 836Required Start Date: 17 February 2025End Contract Date: 31 December 2025Required Security Clearance: NATO SECRETDuties and Role:Under the direction of the Head NCIA Business Change, the incumbent will perform duties such as the following:
- Monitor, and assist individual Outsourcing and Multi-Year Investment Programme (MYIP ) project managers to ensure they are delivered within agreed scope, time, cost and quality limits, and in accordance with NCIA project management practices and processes;
- This includes all project aspects: benefit mapping and tracking, risk management, issue management, financials management, project team management, stakeholder management, resource management, quality management, change management, requirements management, transition into service operation, contractor management, procurement management etc.
- Develop cost estimates, price proposals, business cases as required;
- Report / communicate on project progress & financial execution internally (within NCIA) and externally;
- Manage & escalate project exceptions as required and proactively; including the proposal of mitigation actions;
- Use the MS-EPM (Microsoft Enterprise Project Management) framework (or any other replacement tool) used by NCIA;
- Use EBA (Enterprise Business Application; NCI Agency ERP system), monitor and control project financial status and execute project managers duties in Agency defined Procure to Pay process;
- Deputize for higher grade staff, if required; and
- Performs other duties as may be required.
RequirementsSkill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A Master of Science (MSc) degree at a nationally recognised/certified University in ICT or a related discipline; Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post;
- Prior experience in programme and project management in an international environment, defence-related;
- Experience in running projects;
- Recent experience (at least five years) as project manager for large C4ISR projects, preferably in the defence sector;
- Formal project management qualification such as PRINCE 2 or PMI PMP, Agile Project Management (Agile PM, Scrum)
- Proficiency in using MS Office (particularly Excel, pivot tables) and SharePoint tools
- Proactive attitude in seeking and maintaining trust from stakeholders
- Ability to communicate effectively orally and in writing, in English, with good briefing skills
- Ability to work in a high-pressure environment
- Proficient knowledge of English, both written and spoken
Desirable Experience and Education:
- Experience in running PRINCE 2 Project Boards and Agile Scrums;
- Experience in driving benefits realization and maintaining a benefits map for change programmes;
- Recent relevant experience on medium NATO C4ISR projects in a leadership function;
- Recent experience in migration & transition of large user communities to new IT solutions;
- Knowledge of NATO responsibilities and organization, including ACO and ACT;
- Conversant with NATO policy and procurement procedures;
- Understanding of NATO Emerging and Disruptive Technologies;
- Proficiency in planning, simulating, progress tracking and reporting using MS Project or preferably Service Now.
