The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.The Central Management Unit mission is to ensure coherence, flexibility, and efficiency in the management of human and financial resources of the Directorate. In close co-ordination with the Director’s office, it will contribute to the preparation of the Directorate’s Programme of Work and Budget (PWB), as well as the preparation corporate financial and HR reports with the relevant committees. It will manage income-related activities such as internal billing and cost recovery as well as purchasing-related activities. On behalf of the Director, the CMU will be responsible for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditure in accordance with OECD rules and procedures. It will also oversee, advise and facilitate all HR planning, recruitment, contracting, separation, talent management and professional development, and performance management exercises in line with the Organisation’s policies.Job DescriptionThe Directorate for Communications is seeking a Budget and Human Resource Advisor to fulfill a range of responsibilities associated with handling complex financial and HR processes and data. The role of the CMU is to provide strategic guidance and advice on human resources and financial management, in accordance with OECD’s human resources and financial rules, regulations and policy guidelines. The selected candidate(s) will work under the supervision of the Head of Central Management Unit (CMU) and will liaise with the Organisation’s corporate services.Main ResponsibilitiesFinancial Management

  • Provide financial and budget analysis to the Head of CMU to feed into the overall preparation and implementation of the Directorate’s Programme of Work Budget (PWB).
  • Provide in-depth analysis on the financial situation and the future trends in the context of OECD corporate exercises (e.g. PWB preparation, Budget Committee, etc.).
  • Monitor budgets and prepare financial reports to senior management in order to support data-based decision making, monitoring of financial resources or organisational transparency efforts.
  • Prepare cost estimates, spending plans, financial analyses, forecasts, budget reports and official documents in relation to the Programme of Work and Budget (PWB), and committee reports.
  • Provide guidance to managers and assistants on procurement, and actively pilot competitive procurement processes, liaising with the central OECD purchasing group and legal department.
  • Provide advice, guidance and training to other members of the team taking into account the peaks in workload within the CMU to build an efficient overall organizational workflow.
  • Contribute to defining and updating internal financial management policies and procedures ensuring their alignment with OECD Best Practices/Financial Instructions.
  • Providing timely and accurate advice and guidance on financial management processes and procedures to internal and external stakeholders, and developing productive relationships.
  • Ensure complete and accurate financial records are kept for audit purposes.

Human Resource Management

  • Develop and maintain HR-related reports and dashboards as tools for senior management to facilitate decision-making, using a wide range of data sources.
  • Provide advice, guidance and training to other members of the team taking into account the peaks in workload within the CMU to build an efficient overall organizational workflow.
  • Provide ongoing performance feedback to the team members, tackle underperformance issues, develop talent, upskilling and encourage staff learning and development.
  • Identify and define Key Performance Indicators to enable and support strategic HR decision-making covering the range of HR activities (e.g. turnover and contract situation, diversity, skills and competencies).
  • With the Head of Central Resource Management, contribute to the directorate’s overall recruitment planning and processes and related administrative actions. Participate, where needed, as a panel member for recruitments.
  • Support the Head of CMU in developing and enriching the Directorate’s strategic staffing strategy. Participate in the implementation and continuous evaluation of policies for staff management and development, and make proposals for workflow improvements on administrative processes.
  • Support the Head of CMU to co-ordinate the annual performance review exercise in the Directorate, including providing managers and staff with guidance on policies, processes and performance management tools, reporting, and support the Directorate’s performance review meetings in close collaboration with HRM.
  • Replace the Head of CMU during absences.

Other

  • Play a constructive role in the transformation of the OECD communications function, contributing to an agile, collaborative and supportive culture marked by positive interaction and accountability among colleagues.
  • Support the Head of Central Management Unit and represent COM in various OECD-wide fora, foster synergies, knowledge sharing and collaboration.
  • Serve as COM focal point for audit purposes and assure that all COM financial transaction meet the requirement of the OECD’s Internal Control Framework and the Organisation’s Financial Regulations, Instructions and Procedures.
  • Provide input on reforms in budgetary and financial procedures and systems, ensuring that the Directorate’s needs are taken into account.

QualificationsIdeal Candidate ProfileAcademic Background

  • A university degree in business or public administration, human resources management, finance, accounting or a closely related field.

Professional Background

  • A minimum of five years’ experience in human resources or financial management in an administrative service, a major national or preferably international organisation.
  • Knowledge of the structure, processes, regulations and administrative systems of an international organisation would be an advantage.
  • Proven project management experience would be an asset.
  • Experience in the analysis of quantitative and qualitative data and information.
  • Knowledge of the structure, processes and regulations of an international organisation would be an advantage.
  • Proven ability to cope with conflicting requests and strict deadlines, to communicate strategically and work effectively in a multicultural environment.
  • Experience in collaborating effectively within an international team, demonstrating cultural sensitivity and strong negotiation skills.

Tools

  • Excellent experience in using resource management applications such as SAP, OBMR, GM, eVC, Business Objects (BO), Smart Recruiters, or the ability to very quickly master the use of such applications.
  • Excellent command of Microsoft Office software and demonstrated aptitude with Excel, are a requirement.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.
