GS-level posts are subject to local recruitment only.The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.ORGANISATIONAL CONTEXTThe Special Fund for Security, a distinct and time-bound fund, is intended, exceptionally, to provide the International Criminal Court with dedicated resources in the current heightened threat environment. The fund’s resources will be used exclusively for the specific measures, actions, means and initiatives relating to information security investments and physical security enhancements.The Special Fund aims to enable the Registry to introduce, increase and enhance various security aspects, including without limitation the reinforcement of physical facilities, fortification of digital infrastructure, safeguarding of personnel, and preservation of sensitive information, both at the Headquarters and in external presences.The Registrar will provide the strategic guidance for the implementation of the specific measures, actions, means and initiatives funded through the Special Fund.The Registrar will be assisted by an Implementing Office with the relevant expertise required for the successful coordination, execution and implementation of the different measures, actions, means and initiatives.DUTIES & RESPONSIBILITIESThe Associate Programme Officer will be responsible of overseeing and coordinating all the operational aspects of the Special Fund, in line with the Fund’s Terms of Reference, and under the supervision of the Chief of Office of the Registrar, including the activities of the Implementing Office, in consultation with the Chief of the Information Management Services Section and the Chief of the Security and Safety Section.
In particular, the incumbent for this position will perform the following duties:PROGRAMME MANAGEMENT RESPONSIBILITIES

  • Act as focal point programme manager with the donors contributing to the project;
  • Secure, manage, implement and report on the overall execution of the project;
  • Liaise with and secure funds from donors, as necessary, by maintaining contact and promoting ICC needs under the project;
  • Prepare project and funding agreements for internal review and submission to donors;
  • Ensure compliance (financial, procurement, travel etc.) of all funding agreements/contracts, whilst simultaneously adhering to ICC rules and regulations;
  • Ensure risk management is accounted for with respect to contracts and activities under the project;
  • Act as Certifying Officer for all funds contributed to the project;
  • Ensure consultations, inputs, follow up and agreement between all parties (internal/external) with respect to project/funding submissions;
  • Draft narrative and financial reports to donors;
  • Maintain a system of up-to-date funding-related information for the project;
  • Provide inputs to various ICC reports, as necessary.

MANAGEMENT &OPERATIONAL RESPONSIBILITIES

  • Under the supervision of the Registrar, manage and supervise the implementing office team;
  • Oversee logistical, administrative, procurement, financial and substantive preparations for international/local SETs;
  • Manage all internal administrative requirements for contracts, funds and human resources;
  • Monitor relevant activities and achievements under the project and for donor reporting purposes;
  • Oversee compliance with donor visibility requirements.
  • Perform other duties as required.

ESSENTIAL QUALIFICATIONSEducation:

  • Advanced university degree in business administration, programme management, economics, international relations, finance, or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree;

Experience:

  • A minimum of two years (four years with a first level university degree) of relevant professional experience in programme/project, contracts and financial/budget management, external/donor relations, donor reporting (narrative, financial), organizing international seminar, events and trainings, is required.
  • Experience working directly with complex donors is highly desirable.
  • Experience in coordinating and liaising with key internal/external stakeholders in fundraising, carrying out programme/project management, implementation and reporting (narrative, financial), is highly desirable.
  • Experience with managing voluntary contributions/extrabudgetary funds in an international organization setting, is highly desirable.
  • Experience in applying monitoring and evaluation techniques (e.g. results-based management, log-frame, surveys) is highly desirable.
  • Demonstrated experience in drafting project and financial proposals/agreements is highly desirable.
  • Experience using SAP is considered an asset.

Knowledge of LanguagesProficiency in one of the working languages of the Court, French or English, required. Working knowledge of the other is highly desirable.
