GS-level posts are subject to local recruitment only.The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.Organisational contextThe Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include, information knowledge and evidence management, forensic science, language services, tracking and information fusion. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.Within the Integrated Services Division (ISD) and as part of the Tracking and Information Fusion Section, the Information Fusion Centre (IFC) provides analytical support and advice to the Unified Teams and other OTP sections in specialised areas of analysis, including military analysis, open-source investigation as well as geo-spatial and imagery analysis.Duties and ResponsibilitiesThe incumbent will work under the direct supervision of the Head of the GeoINT team within the Information Fusion Centre and will perform the following tasks:

  • Develop and maintain web mapping applications and geo-processing tools to support GIS activities of the OTP;
  • Understand OTP stakeholders requirements and develop GIS applications to meet business needs;
  • Prepare interactive demonstrations for end users;
  • Create spatial data or adapt existing data sets;
  • Maintain and support spatial data applications according to end user needs;
  • Maintain the spatial data database with a focus on SQL queries and maintenance queries;
  • Assist in data integrity and quality assurance activities;
  • Retrieve, process, structure and analyse data from various sources, including web services; and
  • Perform other duties as required.

Essential QualificationsEducation:Advanced university degree in Geographic Information Systems, ICT or a related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.Experience:

  • A minimum of two years of experience (four years with first level university degree) working in the field of geographic information systems, is required.
  • Experience in the application of Geographic Information Systems & Remote Sensing to criminal investigations, research and/or humanitarian fields would be an asset;
  • Experience working in a governmental or inter-governmental agency, scientific institute, or international tribunal would be an asset.
  • Experience in application of GIS to criminal investigation, criminological research or similar fields of research would be an asset.

Knowledge, Skills and Abilities:

  • Knowledge of Esri Stack and JavaScript is essential.
  • Knowledge of GIS software packages, including ESRI ArcGIS Pro and Enterprise is essential.
  • Knowledge of Python as well as databases and SQL is desirable.
  • Knowledge of Geospatial Python libraries is desirable.
  • Knowledge of object oriented concepts and software is desirable.
  • Ability to organise complex and voluminous sets of records and facts as well as the ability to execute various forensic tasks;
  • Excellent ability to communicate effectively with police, forensic, academic or other relevant networks;
  • Ability to work under stressful conditions;
  • Ability to work in a non-discriminatory manner, with respect for diversity;
  • Professional and personal integrity.

Knowledge of languages:Proficiency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy.
