The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located within the Central Service, Finance and Budget Unit at the United Nations Global Service Centre, Brindisi, Italy. The incumbent will report to the Chief of Unit, Finance and Budget.

Responsibilities

Within delegated authority, the Associate Finance and Budget Officer will be responsible for the following duties: • Finance and Budget assists with the preparation of cost estimates and budget proposals in terms of UNGSCs’ resourcing requirements, such as staff and non-staff requirements, including programmatic aspects; assists, reviews, and revises data with respect to the finalization of the budget proposals as well as Result-Based Budgeting inputs. • Assists with the support to programme/fund centre managers (Substantive and Support Sections) with respect to the elaboration of resource requirements for budget submissions. • Supports the administration and monitoring of extra-budgetary resources, including review of agreements and cost plans, assesses compliance with regulations & rules and established policies & procedures and advises the supervisor of any Issue. • Processes UNGSC’s redeployment of funds in accordance with the established procedures. • Supports the review of efficient and effective use of budgetary resources by contributing to the robust monitoring of budget utilization and timely provision of information to the management for decision making; assists with support to fund centre/programme managers on budget implementation. • Assists with the preparation of budget performance reports of UNGSC in ensuring that correct and accurate data/information are provided by the various programme /fund centre managers in compliance with the Controller’s instructions. • Assists with the review of the performance reports for valid and adequate variance explanations between approved budgets and actual expenditures. • Provides support to Service Chiefs for the year-end reviews of budget commitments in accordance with established criteria. • Carries out duties consistent with the financial delegation in adherence with the UN Regulations and Rules. • Supports with input, advice and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules and relevant guidelines under the direction of the supervisor. Other • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Keeps up-to-date on current financial regulations/professional publications and accepted principles. • Identifies opportunities for process improvement and recommend changes for increased effectiveness and efficiency. • Monitors and supervises the work of staff as required. • Performs other duties as assigned.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, public administration, accounting, economics, finance, or in a related area. A first-level university degree in combination with two additional years of qualifying experience in accounting, budget, accounting, finance or business administration may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Successful completion of at least one structured training (minimum 10 hours) on data-related topics (such as Excel, basic statistics, or data visualization) is desirable.

Work Experience

Minimum of two years of progressively responsible experience in finance, accounting, budget, public administration, business administration, or related area are required. Experience in tasks involving data entry, cleaning, or compiling reports, using Excel or similar tools to produce basic tables or charts for internal use is required. Experience with an Enterprise Resource Planning (ERP) system such as System Analysis Program Development (SAP) is desirable. Experience working in International Organizations is desirable.

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
