Contract Duration: To be determinedA roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).Organisational ContextUnder the leadership of the Prosecutor and Deputy Prosecutors the Office of the Prosecutor (OTP) has multiple Unified Teams (UTs) dedicated to the investigation or prosecution of situations and cases. Under the leadership of the Head of the Unified Team (HUT) the UTs gather investigators, analysts, lawyers, an International Cooperation Adviser, one or more Associate Country Expert and other staff as required. Senior Coordinators support OTP leadership and HUTs in their management of the UTs, including planning, professional standards and recruitment.Duties and ResponsibilitiesUnder the overall guidance of the Head of the Unified Team (HUT), the incumbent is expected to support the Unified Team with the following duties:

• Advise in relation to the social, political, economic, cultural and gender aspects of the situation under investigation;
• Assist in developing the situation-specific support network, including local or regional organisations, authorities, diaspora, professionals, experts, religious leaders, media and other civil society actors ;
• Identify potential leads and investigative opportunities, and make operational recommendations;
• Review and analyse relevant information and evidence and assist in interpreting it correctly, in view of issues of credibility and reliability, background and context, including open sources, witnesses and documents;
• Advise on approaching and developing a rapport with witnesses and victims in ways that are coherent with and respectful of their culture;
• Educate staff and ensure the team has a good understanding and diligence with regard to situation-specific issues;
• Support the collection, screening and handling of information and evidence, in compliance with the OTP standard operating procedures;
• Advise other specialised areas as required (gender and children, cooperation, security, forensics, financial, military, fugitive tracking and others);
• Participate in outreach activities and represent the team as required;
• Testify before the Chambers, if and when required;
• Perform other duties as required.

Essential QualificationsEducation:Advanced university degree, preferably in law, social sciences, national history or in another field related to the specific geographical situation, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.Experience:A minimum of 2 years of relevant working experience with an advanced degree (four with a first level university degree), working in the context of a geographical region or in relation to the relevant situation.Knowledge, skills and abilities:

• Advanced knowledge of the situation under investigation, including, society, politics, relevant conflict, history, economics, gender and languages;
• Understanding of the requirements of international criminal law and investigations concerning the elements of crimes, modes of responsibility and required procedures;
• Ability to organise and analyse complex and voluminous amounts of information, and to produce high-quality analytical reports and briefings;
• Excellent reasoning skills, creative and critical thinking, including critical assessment of sources and information;
• Excellent ability for team-work, including active listening, sharing, effective communication, peer-support, and respect for diversity;
• Pragmatic and solution-oriented thinking, focus on key points and priorities, realistic planning, and meeting deadlines;
• Ability to work under stressful conditions and to demonstrate a high degree of flexibility and adaptability;
• Compliance with high confidentiality requirements regarding witnesses, staff, communications and operations;
• Ability to join field missions in compliance with the OTP’s operational and security standards;
• High professional and personal integrity standards, with a strong commitment to the mission of the International Criminal Court, operating with strict impartiality regarding the actors in the situation;

Knowledge of languages:Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.Knowledge of one or more languages related to one of the situations under investigation is required, including Pashto or Farsi (Afghanistan), Burmese or Rohingya (Bangladesh/Myanmar), Arabic (Palestine, Libya and Sudan), Hebrew (Palestine), Tagalog (Philippines), Spanish (Venezuela), Ukrainian and Russian (Ukraine).NOTES:This is a recruitment process to support the Unified Teams for the situations of Afghanistan, Bangladesh/Myanmar, Darfur (Sudan), Palestine, Philippines, Venezuela and Ukraine.
